University of Nottingham Prior Information Notice (PIN) - Request for InformationAutomatic Number Plate Recognition and Car Parking ServicesProject SummaryThe University of Nottingham has released this PIN as a Request for Information. The objective of this PIN is to seek information and views from sufficiently experienced and qualified suppliers to establish a contract for the provision of the supply of a car parking permit and enforcement management solution, visitor management system, Automatic Number Plate Recognition (ANPR), including the collection of parking charge notices (PCN), data analysis to determine potential charging mechanisms & security tool to assist crime prevention.The University also requires a needs-based permit management system which will integrate with enforcement processes. The University has a failing permit management system developed in-house that currently integrates with internal systems (HR, Student records, Payroll & password authentication).

The Permit Management system and its core requirements will be informed by internal Parking Policy changes so will be a requirement at a later stage of the proposed contract. The University is proposing to roll out ANPR technology and supporting physical enforcement patrol processes across its 5 main sites, described further below, focusing on entrance and exit points as opposed to individual car parks. The system will be used initially to better understand travel patterns and demands and over time will form the basis for charging for parking on campuses. Enforcement and compliance of specific designations e.g. visitor parking will be staffed by physical patrols. It is likely that the project will be delivered in a number of phases, as indicated below:1. Camera installation - November/December 20222. Data collection and analysis - December/January/February 2022/233. Policy development - February/March/April 20234. System Development and integration - May/June/July 20235. Full implementation - August 2023The purpose of the RFI is to help the University understand what technology is available in relation to:* Camera technology: types of cameras available and indicative costings;* Integration requirements for a fully deployed system and typical API's required including an indication of costs;* Indicative timeframes for the delivery of the above, including key milestones;* Extent of customization and flexibility of car parking permit systems and reporting suite;* Breadth of software capabilities and modules that we can expect from single providers, and their capability to integrate with other solutions;* The approaches available to implementing a solution to meet the University's needs, and the timescales associated with these;* Latest innovations within the Industry in terms of systems, technology and integration's.Organizations are requested to provide information on the above points and are invited to send any documentation and information that you feel be of value to the University at this stage?The PIN will remain open until 24 August 2022, but an earlier response is requested.
