There is not sufficient time remaining in the current contracts to include this phase, and therefore an additional three-month period of service delivery is required to ensure continuity of provision for service users; * given the short timescale of the additional activity, there would be significant costs associated with procuring an interim service, nor would it stimulate interest from the market for a low value service; and * the percentage uplift of 5% is within the range permitted under the Regulation."
