                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: SG officials consider that the combination of an unprecedented number of irregular migrants to the UK (including Scotland) combined with very long timeframes for Home Office decision making has created a backlog which could not be foreseen. Scottish Government Ministers wrote to Home Office Ministers in October 2023 highlighting the need to invest in the UK asylum system to increase the speed and quality of asylum decisions. The issue of National Referral Mechanism decision-making delays has also been raised by Scottish Ministers with the UKG-appointed Independent Anti-Slavery Commissioner. In addition, there has been a substantial increase in the number of age-disputed presentations to the Service Provider, partly as a result of the growing number of asylum seekers being accommodated by the Home Office in Scotland under its Full Dispersal programme, and potentially due to the new removal measures for over-18s introduced by the UKG's Illegal Migration Act (2023)."
