Notice Description

West Midlands Trains (WMT) are seeking to purchase 500 body-worn cameras with the option to purchase a further 100 body-worn cameras. WMT will require ongoing support and hosting for two years with the option to extend for a further one year, for a potential total of three years. WMT are looking for a supplier who is passionate about providing a great product and service which is user friendly, compliant for data collection, storage and for intelligence sharing.

West Midlands Trains (WMT) are seeking to purchase 500 body-worn cameras with the option to purchase a further 100 body-worn cameras. WMT will require ongoing support and hosting for two years with the option to extend for a further one year, for a potential total of three years. Pricing submitted should remain the same for the full length of any agreement with WMT. Four groups of staff will be the recipients of body-worn cameras:- 1) Station staff covering 140 stations 2) Senior conductors operating on trains 3) Revenue protection staff operating at stations and on trains 4) Gateline staff operating at stations. These staff sign on at designated sign-on locations across the network. Therefore, WMT's approach is for a body-worn camera base station to be located at each of these sign-on points. The base stations will charge units, communicate unit diagnostics and download footage to a central cloud data storage location. Each base station will accommodate sufficient cameras for the above staff groups on shift at each location to collect a camera at the start of their shift and return the camera for download and charging at the end of the shift. Base station connectivity is to be facilitated via WMT infrastructure with relevant levels of Page 5 to 8 security and encryption in place to protect the information being processed. The bodyworn cameras need to be available for WMT staff to use no later that 31st March 2023.         "reviewDetails": "West Midland Trains Ltd will incorporate a standstill period, following award of the contract. The period shall commence on the day following award notification, and shall be in accordance with the Utilities Contracts Regulations 2016, and all subsequent amendments and directives. At present, this standstill period shall be no less than 10 calendar days. This period allows unsuccessful tenders to seek further debriefing from West Midland Trains Ltd the Contract is entered into. The Utilities Contracts Regulations 2016 provide for aggrieved parties who have been harmed, or at risk of harm by a breach of the rules, to take action. Any such action must be brought within 30 days (or the first working day thereafter) of the date when the aggrieved party knew or ought reasonably have known about the alleged breach. Where a contract has not been entered into, the Court may order the setting aside of the award decision, or order the authority to amend any document and may award damages. If the Contract has been entered into, the Court may only award damages."
