Summary of the contracting process

The Health & Safety Executive (HSE) recently completed the procurement of Liquid Hydrogen through a limited award procedure without prior publication of a call for competition. The procurement aimed to secure several deliveries of liquid hydrogen in the autumn of 2023, totalling approximately 2.5 tonnes per delivery. HSE lacked an existing storage facility for LH2 and relied on supply trailer rentals. The awarded contract went to AIR LIQUIDE, offering the most economically advantageous option. The procurement process involved detailed delivery schedules for tankers over multiple months and involved key interactions with HSE's research campaigns in the aviation decarbonisation sector.

This tender for Liquid Hydrogen procurement by HSE opens up opportunities for businesses able to supply the required quantities and meet the specific delivery schedules outlined. Companies experienced in handling LH2 trailers, offering competitive pricing, and possessing knowledge of outlet and vent connections would be well-suited to compete. The procurement stage was marked by a completed award with AIR LIQUIDE as the selected supplier, indicating potential future business relationships and contract opportunities based on successful delivery performance for HSE.

Notice Title

Procurement of Liquid Hydrogen

Notice Description

HSE is seeking to procure several deliveries of liquid hydrogen in the autumn of 2023. A quantity of approximately 2.5 tonnes would be required for each delivery. HSE does not have any existing storage facility for LH2 and has previously relied on the rental of the supply trailer units. HSE are looking for a similar arrangement, aiming to retain the supply for a period of two weeks after each delivery to connect to HSE's equipment. A handover/training session should be provided upon delivery. Information on the outlet and vent connections would also be beneficial. The deliveries would ideally be as follows: Date Type Quantity Period* Aug 23 Delivery Full tanker/ISO 2 weeks Sep 23 Delivery Full tanker/ISO 2 weeks Oct 23 Delivery Full tanker/ISO 2 weeks Nov 23 Delivery Full tanker/ISO 2 weeks Apr 24 Delivery Full tanker/ISO 2 weeks Jun 24 Delivery Full tanker/ISO 2 weeks Aug 24 Delivery Full tanker/ISO 2 weeks Oct 24 Option Full tanker/ISO 2 weeks * Not including delivery or collection. HSE S&RC has hand on experience of handling LH2 trailers from two previous research campaigns. Details of previous work and the overarching reason for this requirement is listed below. Following expressions of interest, further information regarding the projects, the end customers and the nature of the experiments can be shared. In general terms these tests are a key part of the aviation sectors decarbonisation strategy and this research is being performing for a global leader in this area. We are interested in a permanent facility in the near future, however, securing funding for such a thing requires grant funding for organisations such as ourselves. We have a successful recent history of receiving LH2 deliveries from BOC and Air Liquide who have supported pre-normative work, which is being used to understand the hazards/phenomena and inform best practice. Procurement Information

HSE had previously sought to procure several deliveries of liquid hydrogen via a Prior Information Notice. The Liquid Hydrogen was needed for the autumn of 2023. A quantity of approximately 2.5 tonnes would be required for each delivery. HSE does not have any existing storage facility for LH2 and has previously relied on the rental of the supply trailer units. HSE was looking for a similar arrangement, aiming to retain the supply for a period of two weeks after each delivery to connect to HSE's equipment. A handover/training session would be needed upon delivery. Information on the outlet and vent connections would also be needed. HSE received a number of options but consider Air Liquide to be the most economically advantageous option. Air Liquide could meet our needs as outlined within the PIN and was the most cost effective option.
