Housing retrofit programmes require large investment and the appropriate targeting of measures to individual properties to avoid unintended consequence, particularly for fabric measures. In order to develop a realistic, low-risk and cost-effective plan for housing stock retrofit, we are looking to appoint a contractor to deliver the following four components of work: 1. Developing the business model, including resourcing requirements, for a 'one stop shop' (OSS) energy advice centre, ensuring the business model builds on existing good practice.
