Summary of the contracting process

Barnsley Metropolitan Borough Council is undertaking a procurement process to establish a five-year open flexible framework for the Adult Community Support and Enablement Service Framework. This initiative, valued at an estimated £62,279,285, focuses on delivering health and social work services, with the commencement date of the framework on 1st March 2023 and slated to run until 31st July 2026. The procurement seeks service providers capable of delivering independent housing-based support, addressing various personal and community support needs. The current procurement stage is the award phase, with several contracts concluded on 22nd October 2025. The procurement method deployed is the open procedure, allowing flexibility for providers to join or exit based on service demand and performance, targeting the South Yorkshire region, specifically Barnsley.

This tender presents significant opportunities for businesses involved in health and social work services, especially those experienced in independent living support. With the framework allowing for service providers to join throughout its duration, both established and emerging businesses can secure projects that contribute to reducing the need for residential care. Businesses that can deliver quality-focused care, adaptability, and strong community engagement will be particularly well-suited to compete and benefit from this framework. The involvement in such frameworks can greatly enhance a business’s portfolio, offering growth opportunities and partnership potential within Barnsley and similar regions.
