"description": "Social care services such as the provision of Primary Care Talking Therapies are classified under the Public Contracts Regulations as social and other specific services and fall within those services listed in Schedule 3 to the Public Contracts Regulations. This procurement is therefore subject to the provisions of section 7 of the Public Contracts Regulations otherwise known as the 'Light Touch Regime'. As such, new entrants were allowed to apply to join the DFA. Please note this Tender was the fifth opening (4979018) of the Dynamic Framework Agreement (DFA) original Tender number 3078797. Providers currently awarded on the first (3078797), second (3178204), third (3833460) or the fourth (4306500) opening were not required to respond to this opportunity, this was for new entrants/ providers only. Tenderers who were seeking admission as a new entrant to the DFA were required to complete the same process as the original competition to ensure equal treatment and transparency. PLEASE NOTE: This opening (October / November 2023) was the last opening of the DFA. The DFA will not be re-opened for New Entrants in 2024 or 2025. The DFA's provision for a 12 month extension option until 31st December 2025 is still applicable (subject to BHSCT approval). In section I.2), it is stated that this procurement is a joint procurement. This is not a joint procurement it is operated by BSO PaLS on behalf of the Belfast Health and Social Care Trust.",
