This is a call for expressions of interest to attend a Market Engagement Event for NHS Lancashire and South Cumbria ICB's Children and Young People's THRIVE Emotional Wellbeing and Mental Health Framework and complete a short questionnaire. The aim of the session is to gauge potential interest, inform the market of the Commissioner's plan for this service and any potential future procurement process, and review the potential structure of the contract. This will include discussions around an infrastructure management/lead provider model. We are keen to hear from a full range of organisations including community based grassroots organisations as well as those that operate at a larger scale. This will include discussions around an infrastructure management/lead provider model. If a competitive tender process is pursued by the ICB, it will be open to all suppliers regardless of whether they attended the Market Engagement event. The Market Engagement event will take place on 18th November 2022 via Teams. There will be subsequent engagement events at local level during w/c 29th November 2022 with dates and venues to be confirmed. On 1st July 2022 the Integrated Care Board (ICB) replaced the eight Clinical Commissioning Groups (CCGs) in Lancashire and South Cumbria and took on the NHS planning function for meeting the health needs of the population and arranging services within the geographical area. Mental health problems often develop early and, between the ages of 5-15, one in every nine children has a mental disorder. Half of all mental health problems are established by the age of 14, with three quarters established by 24 years of age. Prompt access to appropriate support enables children and young people experiencing difficulties to maximise their prospects for a healthy and happy life. The planning of children and young people's mental health services takes place at a system level and is the responsibility of the Children and Young People's Mental Health Transformation and Delivery Board which is accountable to the ICB. In partnership with key stakeholders, the Board is responsible for the design and implementation of the Children and Young People's Mental Health Strategic Transformation Plan. The plan is based on the THRIVE conceptual model of delivering integrated care and is focused on improving the resilience, emotional wellbeing and mental health of children and young people (https://www.annafreud.org/mental-health-professionals/thrive-framework/). The plan is especially designed to help those who are at increased risk due to their vulnerability, making it easier for individuals and their families to access help and support when they need it, whilst improving the standard of mental health services across Lancashire and South Cumbria. * As part of the NHS Long Term Plan the ICB will continue to invest in expanding access to community-based emotional wellbeing and mental health services to meet the needs of more children and young people. By 2023/24, at least 23,115 children and young people aged 0-25 will be able to access support via NHS funded mental health services. The Board is committed to working with partners including the Voluntary, Community, Faith, and Social Enterprise (VCFSE) sector who will be key to the design and delivery of the service transformation plan. Key objectives of the proposed service: * To engage with partners, including the VCFSE in a systematic way to co-produce our offer for CYP THRIVE Emotional Wellbeing and Mental Health which considers how to equitably resource the involvement of partners in a way that respects their time and resource, developing a system which moves away from competition to collaboration with partners. Should this service be subject to a competitive tender process, it will be advertised separately, and providers will need to register again when the opportunity is advertised.
