Summary of the contracting process

Angus Council, alongside the Angus Health and Social Care Partnership, has concluded the tender for the ongoing provision of home and community-based care and support services under SDS Option 3. The contract is part of the "2023 Angus Framework Re-Opened" initiative and is classified under the health and social work services category (CPV: 85000000). The framework commenced on 1 April 2023 and is set to continue until 31 March 2026, with the option to extend for an additional year. The procurement process is in the 'award' stage as of January 2025, with several contracts already signed as early as December 2024. The services will be delivered across various regions, focusing primarily on adult services for those under and over 65 with special needs or disabilities (Lot 1 to 8), throughout Angus (Region: UKM71). The procurement method is an open procedure.

This procurement offers significant opportunities for providers of personal care and housing support services looking to expand their operations. The framework seeks to source reserve providers to supplement existing services, ensuring continuous and comprehensive support for vulnerable adults within the Angus community. Suitable business entities typically include those specialised in health and social care, particularly SMEs with capabilities in managing complex needs such as learning disabilities, mental health issues, and physical disabilities. The awarded suppliers include both prominent and local organisations, such as Oran Homecare, Prestige Nursing (Scotland) Ltd, and Capability Scotland, thus presenting a competitive and inclusive environment aimed at enhancing care quality and service delivery. The framework's flexible nature and potential for extension also provide long-term growth and stability opportunities for participating businesses.
