Notice Description

South Lanarkshire Council Social Work Resources is seeking to appoint a provider to provide saliva testing to the Drug Testing and Treatment Order (DTTO) Team. DTTO Orders are granted by the Courts if a service user's drug misuse issues are significant and are the cause of offending behaviour. A DTTO is an order made under section 234B of the Criminal Procedure (SCOTLAND) Act 1995 (as inserted by section 89 of the Crime and Disorder Act 1998). The full service will include the delivery of the testing kits, staff training, sample testing, results reporting, sample confirmation to forensic standard. The Council are seeking input from the market to assist in the development of the Invitation to Tender for the provision of toxicology services. SERVICE REQUIREMENT Currently DTTO test for a basic range of drugs which includes methadone, buprenorphine, 6-MAM, opiates, cocaine, benzodiazepines, with additional options to test for amphetamines. We would also like the option to be able to test for etizolam. The full service will include the delivery of the testing kits, staff training, sample testing, results reporting, sample confirmation to forensic standard. An appointed account manager, helpline, and quarterly service meetings. The frequency of drug testing is determined by the court. At the start of a DTTO the expectation is that the service user will be drug tested a minimum of twice weekly, and by the end of the order the minimum frequency of drug testing would be one scheduled and one random test per month. MARKET ENGAGEMENT QUESTIONNAIRE Potential bidders are invited to complete the Questionnaire attached to this notice and submit their responses no later than 17:00 on Friday 9th December 2022 Responses should be sent to Audrey Faulds Audrey.faulds@southlanarkshire.gov.uk responses received after may still be considered for the purpose of informing the ITT. The contract will be procured via the open tendering procedure which will be available to all suppliers. The Council are considering awarding a contract for a period of 1 year with optional extensions of up to a further 2 years, this will depend on the availability of funding.
