Barrow Housing Market Renewal
Notice Description
Barrow Borough Council are seeking to appoint qualified consultants to design energy efficiency and aesthetic improvements to 279 residential terraced properties in Barrow Town Centre. The preferred consultant will act as the Principal designer and oversee the project through all RIBA Stages until completion on site and handover. These deliverables need to be completed to no later than the 1st March 2025.

Lot 1
The project's investment objectives are: * Improvement of conditions of housing and commercial stock in Barrow * Delivery of more energy efficient homes * Positive health and wellbeing impacts for the households of improved properties The Council also has the following objectives for the delivery of the services: * Undertaken in a spirit of collaboration and co-operation * Completed in good time * Reflective of the professionalism of a competent consultant * Focused on measurable outcomes that benefit the users * Consistent with the corporate objectives of the Council * Transparent, fair and honest * Flexible and responsive to changing service needs * Focused on enhancing outcomes for users whilst improving service efficiency. Surveys on the properties to inform scheme design - Undertake site visits and all surveys required to inform the scheme designs and de-risk the programme. Produce RIBA 1 and 2 designs scheme costings, programme and risk register Engagement events with residents - Produce RIBA 1 and 2 designs for the proposed site improvements. These should be utilised to inform the scheme cost estimate, programme and risk register. They should also be utilised to seek support from private home owners to enable the works to be successfully delivered. Produce RIBA 3 designs, scheme costings, programme and risk register Further engagement event with residents and supporting the Council in securing permissions from residents to undertake the works - Produce RIBA 3 designs for the proposed site improvements. These should be utilised to inform the scheme cost estimate, programme and risk register. They should also be utilised to seek support from private home owners to enable the works to be successfully delivered, prior to the planning application being submitted (if required). Produce all necessary planning/building control applications and associated support documentation - Secure all necessary statutory consents to enable the works to proceed. Produce RIBA 4 designs and produce Site and Works information to enable a contractor to be procured (NEC Option A or B). This should include final scheme costings, programme and a quantified risk register - Produce detailed designs for the proposed site improvements. These should be utilised to inform the scheme cost estimate, programme and risk register. They should also form the basis for the works information and associated site information which will form part of a NEC Construction Contract (either Option A or B). Provide the Council with Project supervision during the works - Provide the Council with on site project supervision throughout the works contract. Take on the role of PD throughout all RIBA Stages - The preferred consultant will take on the role of PD throughout the commission. Proactively address defects on site - The preferred consultant will support the Council in addressing all site defects both during and after the construction works are completed.
