Supply of Heritage Carpet
Notice Description
The Authority has entered into contract with The Wilton Carpet Factory Limited for the supply of specialist, woven, heritage carpet which will be supplied over a term of four years. This includes for the supply of narrow width wilton weave, in both 80% wool 20% nylon as well as 100% nylon pile. A selvedge edge finish is required. The Authority may also require Axminster woven carpet tiles to an exacting specification as to match extant flooring in areas of the estate.

This was a negotiated procedure with no prior call for publication. A VEAT notice was published on the 13th December 2022 informing the market of its intention.

The Wilton Carpet Factory Limited were identified as holding unique capability to deliver narrow width wilton weave, in both 80% wool 20% nylon as well as 100% nylon pile. Moreover, The Wilton Carpet Factory Limited hold a unique capability to supply Axminster woven carpet tiles to an exacting specification as to match technical characteristics of existing tiles in specific buildings on the estate where heritage flooring is required.<br/>The applicable regulation is Reg 32(2)(b) -' a single supplier for technical reasons where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the paramaters of the procurement'
