Urgent Care Centre in North Oxfordshire for NHS Buckinghamshire Oxfordshire and Berkshire West
Notice Description
The following is a PIN only and is not a formal call for competition. This PIN is being placed as NHS Buckinghamshire, Oxfordshire and Berkshire West (BOB ICB) is considering going out to formal procurement for the delivery of an Urgent Care Centre (UCC) treating minor illness (not injury) that is easily accessible from the Horton General Hospital's (HGH) Emergency Department. The annual contract value of the Service is PS1.2m. BOB ICS wishes to understand the level of interest in this service from the wider market. The vision of this service is to support the BOB ICB's aims for Urgent & Emergency Care to include but not be limited to: * providing primary care triage of appropriate patients who self-present at the Horton General Hospital Emergency Department within the hours of the service and to provide clinically appropriate care to these patients with a minor illness. * receiving appropriate minor illness NHS 111 dispositions for Oxfordshire registered patients and provide clinically appropriate care to these patients. * receiving primary care same-day urgent appointments following triage as capacity allows * supporting the out of hours service as capacity allows. * Consultations may be face-to-face or via telephone. * ensuring appropriate onward referral to the Emergency Department, Same Day Emergency Care, and other urgent care services for patients with needs that cannot be appropriately met by the primary care service. * ECG, urinalysis, and pregnancy testing must be available at the UCC. * supporting longer term consideration of same day urgent care development across Oxfordshire. It is anticipated that the service will be available for 14 hours per day Monday to Friday, and 13 hours per day Saturday, Sundays, and Bank Holidays. The anticipated appointment duration is 15 minutes, with November 2022 activity of: - Weekdays - approximately 84 appts a day (35 - 110) a day - Weekends - approximately 49 appts a day (31 - 61) a day Weekday and weekend/bank holiday activity does differ; there are no primary care referrals to the UCC across weekends/bank holidays and out of hours unless previously agreed. Data and metrics will be submitted monthly to the ICB. The successful provider will demonstrate the ability to work closely and collaboratively with Oxfordshire's primary care, acute, community, 111 and out of hours providers as well as Oxfordshire County Council to support long term sustainable same day urgent care development across Oxfordshire. BOB ICB has a current contract in place that is due to expire 31st March 2023. As part of its overall strategic approach to formally competitively re-commission this service, BOB ICB intends to extend the current provision with Principal Medical Ltd for a period of 12 months to allow sufficient time to run a full and thorough procurement process and mobilisation if that is required. The earliest any procured service will be in place is therefore 1st April 2024. This is considered the minimum sufficient timeframe for any new solution to be specified, procured and fully implemented in line with NHS England and local requirements.
