MOD Single ERP Delivery Partner Early Engagement
Notice Description
Ministry of Defence will be holding an Early Market Engagement event on February 7th, 2023, to support its Single Enterprise Resource Planning (ERP) programme of work. Please use the Contact Information to share your Expression of Interest (EOI) to attend, where we are hoping to host both a physical and virtual option for attendance, however, this will be determined by the number of suppliers that show interest (physical and virtual attendance will be limited due to venue and technical capacity). For interest to attend physically, numbers will be limited to 2 individuals and a further 2 invites will be offered a virtual offering. For interest to attend virtually, numbers will be limited to 4 invites (please note, with virtual invites you may group individuals around 1 invite permitting your available technology, i.e., utilise a webcam within a meeting room).

The Ministry of Defence is modernising its Corporate Services. The Government Shared Services (GSS) strategy - "A Shared Services Strategy for Government" indicates that all government departments should migrate to a single Enterprise Resource Planning (ERP) Software as a Service (SaaS) solution as part of its corporate services strategy. A "Shared Service Centre" approach will result in higher productivity and a standardisation of business and user needs, and make the most of high-quality resources, leading to lower costs. Much of our existing ERP ecosystem utilises a core Oracle platform as its basis, either a modern cloud platform in the case of the recently launched MyHR platform, or the legacy on-premise JPA, PB&F and CP&F systems (a Voluntary ex ante transparency notice has been published to inform the market of MOD's technology decision for an Oracle Single ERP - search "701555431" on the find-tender.service.gov.uk website). Utilising the Oracle Fusion SaaS offering, there is intent to deliver automation, improve process efficiency, interoperability, and experience for all MOD end users, whilst also providing the management information (MI) required to be able to make strategic decisions. Due to aligning with current contract renewal dates and to avoid contractual extensions, there is a requirement to migrate to a single ERP SaaS ecosystem at pace; therefore, we are looking to gain knowledge from the market on how best we approach the delivery and implementation of the Single ERP/EPM, to get the outcome desired and help us shape our approach. For that reason, we are inviting industry experts in experience in the delivery and implementation of Single ERP preferably using the Oracle Platform; to an informal Early Market Engagement event, to assist in our current thinking on: 1 - ERP Delivery models 2 - ERP Commercial models 3 - Review of the Oracle Bill of Materials ; and 4 - Your ERP Delivery Lessons Learned The event will be hosted by key Senior Responsible Officers (SROs) across the 3 delivery areas within MOD on the scope of work including an overview on our Corporate Services Modernisation. Several Commercial questions will be posed to help us shape our Delivery Model Assessment and gain knowledge on how best to approach Commercial Models, before we are able to go out to market (subject to internal approvals) Additional information: Nothing in this notice should be interpreted as a commitment or representation by the Secretary of State that it will carry out procurement in relation to the requirements stated.
