Notice Description

Buyer: Kent County Council Title: Delivery of Everyday Life Activities, Skills Development and Training Opportunities for People in the Community The Opportunity Kent County Council are looking to add new providers to the Delivery of Support, Skills Development and Training Opportunities for People in the Community contract (EDLA) in April 2023. Existing providers on the new EDLA Contract which went live on 1 October 2022 need not re-apply only unless they want to be considered for lots they are not currently part of (not including lot1b which is now closed). The new arrangements are more flexible than the previous day opportunities contract, for example, in terms of units and methods of delivery following learning from the pandemic and will evolve over the life of the contract. There is a focus upon making a positive difference for the people we support every day, ensuring that they live as full and safe a life as possible and make informed choices. It is expected that the opportunity including all associated documentation will be published on the 16th of January 2023, with a start date for the new contractual arrangements of the 1st of April 2023 for new providers.

Lot Information

Lot 1

This lot is for longer term services providing a variety of activities in the community for people we support. Within this lot there will be a sub-lot (1b) which will be for traditional building-based day opportunities services and will be only open for applications in the initial tender, lot 1b is now closed for applications. The units of delivery will be based on the hourly rate the provider states in their tender and for either a virtual or face-to-face, 1:1, or group service.

Lot 2

Lot 2 - Skills and Training This lot is for services offering skills development and training with the goal of people moving on to employment, apprenticeships, volunteering etc. If after an agreed period of skills development and/or training a person has not progressed in line with their agreed support plan following assessment (conversation between the case manager and the person), then it is expected that they will move to a lot 1 provision. The units of delivery will be based on the hourly rate the provider states in their tender and for either a virtual or face-to-face, 1:1 or group service. The intention is to monitor the progress of individuals on this lot for the first year then work with providers to design an incentivisation payment mechanism for moving people on to their identified goal e.g., employment, volunteering, college etc.
