Summary of the contracting process

The Metropolitan Police Service is planning a tender for Police Dog Veterinary and Animal Welfare Services. This procurement falls under the services category and aims to provide high-quality veterinary care for approximately 360 Police dogs based at key locations in London. The tender involves two lots: one for standard veterinary care and animal welfare support, and another for complex veterinary care and enhanced support. The deadline for future notice communication is set for January 30, 2023.

This tender by the Metropolitan Police Service presents business growth opportunities for veterinary practices and animal healthcare service providers capable of delivering basic to complex veterinary services. Businesses offering 24-hour emergency veterinary care, diagnostic imaging, and medical supplies are well-suited to compete. The procurement stage is currently at the planning phase, providing interested parties with time to prepare their bids and proposals to partner with the MPS Dog Support Unit and Dog Training Establishment.

Lot Information

Standard Veterinary Care + Animal Welfare Support

The MPS is seeking to appoint a single contractor to provide a single vet styled practice based on MPS premises to cover basic and routine healthcare for all Police dogs. This includes preventative healthcare, treatment and diagnosis of illnesses and injuries associated with general practice, the use of ultrasound and x-ray equipment along with basic surgical procedures. This Lot also requires veterinary provision to the MPS breeding programme, whelping support along with assessments of fitness to work (including retirement) and expert witness support for dangerous dog and animal welfare investigations. Equipment, supplies and services (clinical waste provision, tools, equipment, computer, telephony, medications, syringes, needles (consumables) and laboratory analysis of samples by third party) will be provided by the MPS.

The MPS is seeking to appoint a single contractor or contractors to provide veterinary services which are of a more complex nature and outside of the scope and capability of Lot 1. This lot also requires the provision of care which is of an emergency, urgent or priority nature and to provide a fall-back option in the event that Lot 1 is unavailable. The Contractor(s) will deliver these services at their own facility and provide all necessary equipment, supplies and services (including medications, diagnostic imaging and suitable consultation / treatment rooms). Emergency veterinary provision must be available 24 hours per day. Premises (excluding sites used for complex referrals) must geographically near to our 6x dog deployment bases in North, South, East and West London.
