This requirement has been split into key activities, design, build, implementation and transfer, and ongoing support services. The discovery phase of this project determined that any proposed solution must be delivered using the MOD's Cloud environment utilizing Azure Connected Environment (ACE). Tender documents, including detailed statement of requirements can be found on the Defence Sourcing Portal event. The best technically affordable tender methodology is being used for this requirement. Any tenders received that are in excess of the budget will be automatically deemed non-compliant and will be excluded from the tender evaluation process. The budget for this requirement is PS2,557,000.00 ex VAT. A Tenderers Conference is being held via Microsoft Teams 13/02/2023. Potential suppliers must confirm if they wish to attend via the Defence Sourcing Portal by 09/02/2023, providing the names and contact details for proposed attendees. The Sovereign Base Areas (SBAs) of Akrotiri and Dhekelia are a UK Overseas Territory (OT) no different, in terms of legal status, from the other 13 OTs. However, owing to their unique defence-related nature, the SBAs are the only OT that is funded and supported by the Ministry of Defence. The SBAs cover an area of 254 square kilometres of the island of Cyprus (c3% of the island) and encompasses a resident Cypriot population of around 12,000, plus around 7,000 military and civil service personnel and their families. The SBAs remain a high priority for the UK's long-term national security interests, contributing to Global Britain through their delivery of UK and allied defence and security outputs. The Sovereign Base Areas Administration (SBAA) is the civil government of the SBAs, with its own body of legislation, and is a separate legal entity to the UK government. The SBAA consists of a headquarters, customs & immigration force, police force, fiscal office, environment department, courts service, attorney general and legal adviser department and two area offices administering local authority functions. The SBAA works alongside British Forces Cyprus (the resident military population) in a joint headquarters based in Episkopi. Together, the two organisations are charged with ensuring the effective use of the SBAs as military bases; of maintaining strong relations with residents of the SBAs and the local Cypriot communities; and the provision of various services through good collaboration with the Government of the Republic of Cyprus.
