Notice Description

London Underground (LU) is seeking to engage with suppliers capable of delivering our requirements for our lifts, escalators and moving walkways assets to inform and aid the development of our strategy for future contracts for these assets. Current key, long term contracts, which manage these assets on a whole-life basis expire in March 2025. This provides an opportunity to consider how the broad range of works, services and supplies we need to operate, maintain and renew these assets can be delivered in the most effective way. LU currently manages its lift, escalator and moving walkways assets through contracts with external providers in combination with its in-house Direct Labour Organisation (DLO). Contracts expiring in March 2025 include LU's Lift Management contract which currently manages over 130 lift assets; and two whole-life contracts managing c. 175 escalator assets combined. These three contracts operate on a whole-life basis, and include capital renewals in the form of replacements and refurbishments and ongoing planned and reactive maintenance. These are supplemented by specific contracts for certain maintenance activities including escalator cleaning and programmable logic controllers maintenance; as well as the maintenance and refurbishment activities our DLO carries out. This PIN is issued to commence early market engagement with the purpose of helping LU identify and analyse options for our contract packaging and procurement strategy. We are seeking to engage with product manufacturers, installers, maintainers and organisations able to carry out testing and inspections of assets. Suppliers interested in participating in this market engagement exercise are invited to confirm their interest and to provide a response to the Market Sounding Questionnaire (MSQ) provided. Responses to the MSQ will be used to assist TfL's understanding of the supply market's capacity, capabilities and delivery and contracting models. LU may also invite to participate in further engagement and which may include an industry day and 1:1 meetings. Should we do so, details will be confirmed and suppliers invited to participate via TfL's e-procurement portal. Suppliers should note that this does not mark the commencement of a formal procurement process; but solely market engagement to inform the development of our strategy. Market engagement will be conducted in an open manner and will in no way prejudice any future formal procurement process. Participation or non-participation in this market engagement exercise will neither advantage nor disadvantage any suppliers. Suppliers are though encouraged to engage, so that they are able to positively influence our procurement strategy. Suppliers are invited to register their interest in this early market engagement process by e mailing davidpierce@tfl.gov.uk. Suppliers will then be added to the relevant project in SAP Ariba and invited to participate, and are requested to provide their response by midday on 01 March 2022.
