Adult Learning Disability Supported Living: 3-4 Person Service
Notice Description
Brighton & Hove City Council are releasing a PIN as a Call for Competition for the provision of a 24hour Supported Living Service. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice. The Council is seeking a Service Provider to deliver both the accommodation and care provision. The Service will be a 24-hour supported living provision within Brighton and Hove for 3 to 4 adults with learning disabilities who may also be autistic. The service is designed for individuals who are unable to share space with others, and therefore require their own living space. The service is to comprise of 3 to 4 individual units of accommodation, based upon a person-centred capable environment. Referrals into the service will include individuals who can present with some behaviours that challenge. We are therefore seeking a Provider who has the experience, skills and ability to support individuals with these support needs through a robust and effective positive behaviour support model. The Service will be person centred, strength-based and outcome focused. Providing support in the least restrictive way that enables individuals to live their best life, that meets their needs and wishes, and supports them to be as independent as possible. An approximate model of support for the service is: * 1 background core member of staff * 1:1 staff support for all individuals * Some additional 2:1 support, estimated hours 112-140 a week * 1 Waking Night * 1 Sleep in This is an approximation and will be informed through the number of placements (3 or 4) and individuals referred and assessed for the service. The Service will work collaboratively with all stakeholders in the development and ongoing provision of the service to ensure it meets individuals assessed needs and outcomes, and supports reductions in staffing/move on where this is appropriate.

Quality Standards and essential requirements of Service Provider: The Service Provider must be registered with the Care Quality Commissions for the provision of Supported Living and the regulated activity of personal care, with appropriate organisational safeguarding policies and practices in place. Alongside high-quality care and support is the provision of high-quality accommodation. For this development we are seeking a Provider who can deliver both the property and care and support elements, meeting the standards and requirements of the Care Quality Commission. Where the Provider engages with a Housing partner, a robust Service Level Agreement will be required. The Service Provider will be required to have an excellent standard of Positive Behaviour Support (PBS) that is embedded within the organisation and provision of support, through elements such as; internal policies and procedures, PBS accreditation, key PBS leads and training and supervision/support of staff. Contract Period: An initial term of (5) years from late 2023/ early 2024 with an optional extension period of 5 years. The proposed start date is an estimate and depends on the level of interest received via this PIN and any subsequent procurement process. Estimated Value: Please note, the precise level of funding is not currently known as this will become clear through the process of assessment/referral and will be based upon individual's needs. The Council may use benchmarking tools and information when agreeing rates for the service. The total estimated annual contract value is PS883,350 The Service Provider will be required to review the model of support at agreed intervals in line with individuals assessed needs to ensure it continues to meet needs in the most effective and efficient manner. The Service Provider will be required to work with the Council to adapt the service to changing policy and guidance throughout the life of the contract. Interested and appropriately skilled, experienced and qualified providers must submit an expression of interest via email to Sophie.furniss@brighton-hove.gov.uk by 12:00 on 24th March 2023 Their expression of interest should include a summary of (maximum 1000 words): - Their experience and track record of delivering comparable services to those required; - The availability of staff to deliver the services from late 2023/ early 2024 or plans to address the staffing requirement; - Highlighting any issues or concerns with mobilising the contract from late 2023/ early 2024 and what mitigations could be put in place These services are listed under Schedule 3 of the Public Contract Regulations 2015 and any subsequent competition will be undertaken in accordance with the "Light Touch Regime".
