Future Delivery of Parking Services & Parking Enforcement
Notice Description
Havering Council wishes to conduct market engagement with relevant service providers in relation to its parking service and invite the market to an informal supplier event to provide information that will inform and shape future service provision. The Council wishes to engage in discussions with service providers on advancement in technology and developments and innovation in parking that may contribute to wider Council strategies and the potential solutions that the market could offer. The Council would also use this engagement to explore potential areas for consideration for future procurements for these services. The following service areas are being considered: On and Off Street parking and traffic enforcement CCTV reviewing Cashless parking services Penalty Charge Notice and back office processing Enforcement Agencies Suspensions and associated services Vehicle removals Car park management P&D machine maintenance Permit and visitor voucher administration The events will take place between 27 and 31 March. The Council will confirm the schedule later and will depend upon the number of suppliers that would like to attend. The session will be via Teams and start with a 20-minute presentation followed by a 1-hour Q & A session where the discussion will based on those areas set out below. As this is an informal session, there is scope to deviate from the questions depending on the responses and discussion on the day. Please contact Mel Gadd mel.gadd@havering.gov.uk by midday on Friday 17 March to register your interest in attending. Agenda 20-minute presentation to include: * Range of services and experience for current/previous contracts and how this would be relevant to the range of services required for those listed above. * Innovation and efficiency savings that could be achieved across these services * Environment and Social Value aspects 1-hour Q & A session 1. Please provide details of any other Council where you provide any of these services. 2. Please consider the services above and comment on your suitability to deliver these and demonstrate your previous experience of doing so. 3. Please advise what you consider the optimum contract term including optional extensions for you to invest in this opportunity. 4. Please indicate the optimum cost/quality split and preferred pricing mechanism for any contract. 5. Please indicate if it would be your intention to subcontract any of these services. 6. Please indicate your view on incentive-based contracts including the measurement of Key Performance Indicator's and default deductions. 7. Please indicate based on forthcoming and concurrent opportunities whether any Havering procurement would be a priority for your company. 8. Please indicate what you feel would be the key contractual risks to any procurement. 9. Please indicate what you feel would be the most advantageous procurement procedure for these services and your view of subdivision into lots. Disclaimer: This is not a full procurement exercise and London Borough of Havering does not in any way commit itself to conducting one now or in the future. This information does not, and will not, form any part of any subsequent contract between the Council and any future Provider. The Council may go out to procurement for the Services in the future. However, the issue of completing this questionnaire, nor any of the information presented within the questions, should be regarded as either a commitment or representation on the part of the Council to go out to procurement or to enter into any future contractual arrangement. Please note that whether you participate in this exercise or not, it will not have any bearing on you being part of any future procurement exercise or additional market testing, should the Council decide to pursue it.
