The Lightning Delivery Team (LDT), part of the UK Ministry of Defence, intends to award a contract to Cranfield Aerospace Solutions Ltd (CAeS) to provide support to trials and update an assessment of the environmental conditions within the countermeasures bay. This will be conducted with representative instrumented rounds to produce a report on the environmental conditions. It is considered that this requirement can be placed using the Negotiated Procedure without prior publication of a contract notice pursuant to Regulation 16 (1) (c) and 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011. This is an applied research contract where the Authority is conducting a trial to gain technical knowledge of the environmental conditions within the countermeasures bay. On the basis of technical grounds only CAeS have the expertise and requisite knowledge of the instrumented rounds to be used by the Authority having designed, manufactured, certified and maintained these instruments. The instrumented rounds need to be maintained to specific standards to ensure accurate data is recorded. As the OEM CAeS can provide the Authority with the assurance that the items will be safe to fly within the aircraft. Therefore, CAeS are the only economic operator who can ensure the instrumented rounds are calibrated correctly and can be released onto an aircraft thus meeting the Athuroity's requirement. These trials are a continuation of trials previously conducted by CAeS. The Authority requires additional data to ensure that the report produced provides sufficient information to give the Authority confidence in its understanding of the environmental conditions.
