Secure Collection and Transport of High Risk High Value Seized Goods 2023
Notice Description
Border Force, acting through the Home Office, are seeking a supplier to provide the secure collection & transportation of High Risk High Value (HRHV) items seized by them, HM Revenue & Customs, National Crime Agency and other enforcement agencies within the UK (including Northern Ireland and Juxtaposed Ports). Transportation takes place between the point of seizure (ports, airports and inland locations) to a storage location; and from storage location to disposal (by a waste contractor); other movements may also take place. The service can be provided by a single supplier or a managed-service but the mode of transportation must meet the security required for the goods being moved. For some items Border Force currently use a service that meets "Cash in Transit" security levels.

Border Force is a law enforcement command within the Home Office (the "Authority"). The Authority secures the UK border by carrying out immigration and customs controls for people and goods entering the UK and its priorities are to: -- deter and prevent individuals and goods that would harm the national interests from entering the United Kingdom (UK): -- facilitate the legitimate movement of individuals and trade to and from the UK, -- protect and collect customs revenues for trade crossing the border, -- provide excellent service to customers, and -- provide demonstrable effectiveness, efficiency and value for money. The Authority detains or seizes goods at the border. These are sometimes adopted for onward investigation by Her Majesty's Revenue and Customs (HMRC), National Crime Agency (NCA) or Immigration Enforcement (IE) under the appropriate legislation. HMRC, NCA and IE also detain/seize goods through their inland operations and may also require the services described. The Authority is seeking a single supplier or managed service provider who will provide a secure, efficient, auditable end-to-end service for the movement of seized goods; act as a single point of contact for the Authority to deal with; provide services whereby the most appropriate and cost effective transportation vehicles and routes are used or suggested. The supplier will be required to deliver services and have procedures to: - prevent the loss of any goods; - provide temporary secure facilities; - maintain an accurate audit trail of all its activities; - provide value for money; and - comply with indicative holding timelines. The seized goods will include drugs, firearms and money and any other items that are deemed high risk high value by the Authority. Companies which are able to offer a service solution and provide the required services are requested to send an expression of interest to Neil Humphries, Home Office Commercial at neil.humphries@homeoffice.gov.uk. An initial Supplier Questionnaire will be sent to all entities expressing an interest in this Prior Information Notice. Further opportunity to discuss these responses in single supplier engagement meetings will be considered after the expression of interest date has past. There is no closing date for expressions of interest but for the purposes of Supplier input into the shape and scope of the tender, please ensure you contact the Authority as early as possible and before 17:00 on 24th March 2023. Supplier questionnaires received after this date will not be considered.
