Traffic Officer Training Venue Hire
Notice Description
Mock motorway white lined and including no less than 3 lanes and a hard-shoulder (to typical D3M standard). 5 mock motorway sections required per course with each being no less than 300 metres in length for exclusive and safe use per activity (please see accompanying overview information for course requirement) The 5 mock motorway sections must be able to capacitate 5 practical training activities simultaneously. Where mock motorway is required for other ad hoc training the presumption is that this will be for D3M standard with white lining and including no less than 3 lanes and a hard-shoulder unless otherwise stated *Robust safe working systems and procedures to prevent incursions or access onto mock motorway sections used by NH by other site users or third parties during NH training. This will also be a requirement for other ad hoc training run by and on behalf of NH *Site safety risk assessment must be in place and be reflective of the needs of the course and the various tasks and activities covered - these can be provided *A site safety incident reporting system must be in place for the notification and recording of health and safety incidents and near misses *On-site mock motorway / incident ground point of contact that is available and contactable at all times by the National Highways team during training timeframe for continuity of service and escalation/emergency purposes. This will also be a requirement for other ad hoc training run on site. *Onsite accessible virtual incident management learning system, XVR or similar, that can be incorporated into foundation course and accessed on demand *A regime to monitor and manage safety defects including potholes, surface defects and other on-site furniture/features liable to cause injury to delegates/training team while using and walking on the mock motorway sections and site footpaths. It is expected that defects reported by the customer will be reviewed by service provider within 24hrs and that those defects which are unsafe be made safe by service provider within a further 24hrs. This will also be a requirement during the timeframe of other ad hoc training run on site *A business continuity regime to both proactively monitor, record and treat severe weather and other incidents or events with the potential to impact training delivery. Lessons learnt and continuous improvement should be a feature of the regime. Progress updates are to be provided for the customer on a daily basis during any such period. A summary of lessons learnt and improvement opportunities to be provided within 2weeks of the cessation of the incident or event (weather or otherwise). This will also be a requirement during the timeframe of any other ad hoc training run on site *Mock motorway sections usable for clearing/up-righting vehicle purposes and which may become soiled or incur some oil and surface damage during the course of these activities. This section may also be needed for ad hoc training purposes. *Section of land near or in proximity to mock motorway sections useable for 4 wheel drive and adverse weather driving purposes. This section may also be needed for ad hoc training purposes *On-site car parking provision for delegates, visitors, and trainers *Secure on site car parking provision for up to 10 traffic officer training vehicles and 9 large incident screen trailers and a medium size equipment trailer plus secure storage for keys which are accessible within working hours. *On site- rest and welfare and W/C facilities *On-site broken down vehicles (range of cars/vans) and LGV (lorry) for use during carriageway clearance and exercising purposes (please see accompanying overview information for course requirement) *Accommodation provision for delegates on site or at alternative locations close or in relative proximity to the venue *Monthly forecast and actual report on spend *Capacity to book 12month in advance *Supplier to adhere to cancellation policy as per contract.
