Summary of the contracting process

The Communities & Housing Investment Consortium Ltd (CHIC) has announced updates regarding the Wales Optimised Retrofit Programme (ORP) Compliance Dynamic Purchasing System (DPS), classified under energy-efficiency consultancy services. Located in Birmingham, UK, CHIC is extending the DPS expiry date to 23rd February 2029. This procurement falls under the services category and continues to comply with the 2015 regulations, despite legislative changes under the Procurement Act 2023. The system invites participation from public-sector bodies throughout the UK, with the estimated contract value reaching approximately £45,000,000 over the term of the DPS. Key documentation and tenders will be submitted electronically, with CHIC retaining review rights at 12-month intervals.

This tender offers significant opportunities for businesses specialising in energy-efficiency consultancy, retrofit evaluation, and compliance audits. CHIC seeks delivery partners adept at post-retrofit evaluation, monitoring, and audits according to PAS 2035 standards. Ideal bidders would be those with expertise in managing domestic energy projects, specifically within Welsh regions, and capable of boosting energy efficiency in social housing and other public sector entities. Local authorities, housing associations, and registered charities are among the potential clients who will avail services from selected DPS members, creating potential growth and collaboration opportunities in these sectors.

Notice Title

CHIC Wales Optimised Retrofit Programme (ORP) Compliance DPS

Notice Description

This is Notice of an Amendment to be made to the DPS in pursuance of the original Notice 2023/S 000-012846 published in FTS on the 4th May 2023 ( and subsequent Corrigendum Ref: 2024/S 000-027381). All other details relating to this DPS remain unchanged. In accordance with the Procurement Act 2023 (Commencement No. 3 and Transitional and Saving Provisions) Regulations 2024, the Authority hereby gives notice of extending the current expiry date for this dynamic purchasing systems (DPS). Despite the revocation of the 2015 Regulations by the Act, those Regulations continue toapply in respect of procurement procedures for this DPS up until the expiry date (or termination date if earlier). Therefore, the 2015 Regulations continue to apply the period of validity of this DPS, under regulation 34 of those Regulations, expires (if it has not already terminated by the Authority) at the end of 23rd February 2029. This DPS remains accessible by members of CHIC to all UK public-sector bodies(potential members).

Lot Information

Lot 1

Service Providers under this DPS shall ensure that every retrofit project is subject to monitoring and evaluation to determine whether the intended outcomes of the retrofit project have been realised, and to identify and learn from any project-specific or systematic problems with the retrofit risk assessment, the dwelling assessment, the retrofit design, the installation of EEMs or the testing, commissioning, or handover of EEMs. In addition, this DPS will also provide for compliance Auditors, who will audit the entire end-to-end retrofit process to ascertain that the appropriate steps have been completed satisfactorily in the retrofit process. It is envisaged the audit process will follow three approaches; however individual commissions will dictate specific requirements: * Portfolio Approach - Audit full programme and developing an action plan to increase the efficiency through selective application of retrofits and related tools * Project Approach - Audit taking one project through a streamlined, cost effective, efficient process to determine retrofit compliance and benefit analysis. * Midway through process and/or near completion - complete an audit at any point during the retrofit process in order to demonstrate compliance and assist with making smart and cost-effective decisions. A Client will select the appropriate protocol based on the funding source and may wish to obtain an investment grade audit. Owner's objectives, funder/lender requirements and utility arrangements will all influence the decision of which audit protocol to use.

Renewal: The DPS duration is for 96 months however the Authority reserves the right to extend the duration of this DPS for any period up to a maximum of ninety-six (96) months from the expiry of the initial term on notification via using the relevant Notice on FTS.
