NHS Kent and Medway Integrated Care Board (the commissioner) intends to
undertake a procurement process for a Mental Health Conveyance Response Vehicle Service (CRV).

The purpose of this service is to provide safe and effective secure transport for individuals, with mental health needs and a sitting staff service for patients during detention or stay in an acute hospital accident emergency department (A&E). This service will not include transport of individuals with mental health needs where secure transport is not required as this is provided by existing patient transport service provisions.

The contract duration is expected to be 3 years with up to a 2 year extension
option.

The indicative annual contract value is expected to be PS1,200,000.

The commissioner has published this Prior Information Notice to support market engagement only at this stage.

The objective of this engagement is to help the commissioner finalise the financial model, service model and procurement strategy.

Providers are invited to attend a virtual market engagement event which will focus on the service specification/requirements, financial model and an overview of the procurement process.

The event is scheduled for Thursday 15th June 2023. Providers will also be invited to schedule 1:1 meetings with the commissioner following this event to further discuss the financial model, service model and procurement strategy. Further details relating to the specific timing of the event will be communicated to registered providers.

In order to register to attend the event, please follow the instructions provided later in this notice (Section II.2.14.1). Providers are asked to complete a short questionnaire as part of the registration process.

Please note, this PIN relates to service within the scope of Schedule 3 thereto (Social and Other Specific Services). The Commissioner(s) and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services (also known as the "Light Touch Regime").

The commissioner does not bind itself to commencing or running any public procurement procedure further to, or as a result of, this market engagement.

Any subsequent procurement, if undertaken, will be commenced by way of a separate call for competition via a relevant notice published in Find a Tender.
