Summary of the contracting process

Bristol City Council, acting as the lead authority along with South Gloucestershire Council and North Somerset, is overseeing the procurement of the "Oldland Common Enhanced Care, Support & Enablement Services." This initiative involves providing highly specialised health and social work services within a bespoke environment situated in South Gloucestershire, specifically at a location described as a six-bedded unit at Oldland Common, Barry Road, BS30 6QT. The procurement has been completed using a selective method under a restricted procedure, covering services for adults with learning disabilities or autism with complex needs. The contract was awarded on 19 March 2026, with Agincare Group Ltd securing the contract valued at £6,552,000 GBP. The procurement falls under the health and social work services category as per CPV classification code 85000000.

This procurement presents substantial opportunities for businesses operating in the healthcare and social services sectors, particularly those capable of delivering highly tailored care solutions for individuals with specialised needs such as learning disabilities and autism. Companies experienced in complex behavioural management and high-quality care delivery might find this contract aligns with their expertise, especially for those located or operating within the UK region of South Gloucestershire. Partaking in such government contracts not only facilitates growth by adding significant project value but also aligns with initiatives aimed at enhancing community-based living for vulnerable populations. This tender reinforces the necessity for a robust network of health and social service providers who can contribute to local and regional economic development while supporting community welfare.

Open future opportunity - This means that the buyer is not yet ready to invite bid applications, but early notification has been provided and some dialogue may be possible. Adult Social Care (ASC) Framework Bristol City Council (BCC) will be establishing a Single Framework for Adult Social Care. This notice aims to inform current and future social care providers of BCC's commissioning intentions. BCC's Adult social care is facing significant challenges. Population needs in Bristol are diverse and increasing coupled with considerable financial pressures for the Local Authority. BCC is looking to review and improve its commissioned social care offer, modernising models of care across a range of services. BCC Adult Social Care currently purchases care from approximately 480 providers at a cost of c.PS195M per annum. The current purchasing mechanism comprises of four large frameworks which are, Care Homes, Home Care, Community Support Services, Sheltered Housing in addition to other care contracts. BCC intends to establish a Single Framework for the provision of the following services. Services will be for adults over the age of 18, providing care and support to all social care needs, including but not limited to Older People, Dementia, Frailty, Learning Disabilities, Autism, Mental Health, Acquired Brain Injury, Sensory Impairment, Physical Impairment and Carers. Lot 1: Residential and Nursing Care Homes Lot 2: Supported Accommodation Lot 3: Extra Care Housing Lot 4: Home Care Lot 5: Support to Access the Community, Day Opportunities and Help When you Need it (preventative services) Lot 6: Direct Payment Support and Individual Service Funds Lot 7: Carers Support Services Lot 8: Advocacy Lot 9: Innovation There is also an intention to allow partner agencies in the Bristol, North Somerset, and South Gloucestershire (BNSSG) area including the Integrated Care Board (ICB) access to purchase from this framework should they wish to. Our intention is to go out to Tender for the new Framework in Autumn 2023. We are already speaking to our current quality local providers market about joining our new framework, and we are also keen to hear from social care providers not currently within the Bristol market. We are looking for informal expressions of interest on the above services to establish the level of market interest via this short Microsoft form. We will also use the contact information on the form to keep you up to date about the Tender and any associated events. Please make sure just one lead person for your organising submits a form. We would appreciate it if you can submit your expression of interest by Friday 14th July 2023. You will still be able to complete the form after this date but it would help inform our planning for the tender to understand marker interest as early as possible in the process. Further information about BCC's Single Framework for Adult Social Care and detailed of related events, can be found on the BCC website https://www.bristol.gov.uk/business/tenders-and-contracts/for-social-care-providers/single-adult-social-care-framework - Single Adult Social Care Framework (bristol.gov.uk).
