Newport City Council are holding a Pre-Market Engagement Event concerning the delivery of the UK Government Multiply programme. The Multiply programme forms part of the UK Government's Shared Prosperity Fund, that has been developed to support the government's wider commitment to level up all parts of the UK and provides funding for local investment between 2022 and 2025 and aims to help transform the lives of adults by improving their functional numeracy skills through free personal tutoring, digital training, and flexible courses. Newport City Council invites suppliers/providers to attend individual Pre-Market Engagement meetings on 20th June 2023 at the Civic Centre, Newport, NP20 4UR to discuss the Council's requirement for the Multiply programme. The Multiply programme forms part of the UK Government's Shared Prosperity Fund, that has been developed to support the government's wider commitment to level up all parts of the UK and provides funding for local investment between 2022 and 2025 and aims to help transform the lives of adults by improving their functional numeracy skills through free personal tutoring, digital training, and flexible courses. UKG Multiply Programme will run up until the 31st March 2025. The eligible participants within Multiply are: Adults 19+ who have not previously attained a Level 2/ SCQF Level 5 or higher maths qualification. They can either be working towards a maths Level 2/ SCQF Level 5 or Functional Skills Qualification, need specific numeracy skills for their work or progression, or just want to brush up on the skills to help them get on in life and work. The eligible interventions within Multiply are: Courses designed to increase confidence with numbers for those needing the first steps towards formal qualification. Courses for parents wanting to increase their numeracy skills in order to help their children and help with their own progression. Courses aimed at prisoners, those recently released from prison or on temporary license. Courses aimed at people who can't apply for certain jobs because of lack of numeracy skills and/or to encourage people to upskill in order to access a certain job/career. Additional relevant maths modules embedded into other vocational courses. Innovative programmes delivered together with employers - including courses designed to cover specific numeracy skills required in the workplace. New intensive and flexible courses targeted at people without Level 2 maths in Wales, leading to an equivalent qualification. Courses designed to help people use numeracy to manage their money. Courses aimed at over 19s that are leaving, or have just left, the care system Activities, courses or provision developed in partnership with community organisations and other partners aimed at engaging the hardest to reach learners - for example, those not in the labour market or other groups identified locally as in need. It should be noted that discussions regarding the exact scope of the Multiply programme are on-going at the point of drafting this notice. The objectives of the Pre-Market Engagement Process are to: 1 Understand the current delivery landscape across the county borough. 2 Understand the potential opportunities and challenges to enhancing delivery in line with the eligible activities set out within the Multiply programme. 3 Understand the potential forms of contract that would be suitable for the delivery of the Multiply programme. 4 Receive general feedback. 5 Understand the balance of cost, timescales and management implications through varying procurement processes. 6 Understand how the benefits from the Multiply programme can be maximised. The Council are therefore looking to engage with suppliers/contractors who can provide all or part of the services required to deliver the Multiply programme within the City. Total grant of GBP 4.1m available subject to central government sign-off of investment plans.
