Regulation 32(2)(c) of the Public Contract Regulations 2015. The reason being the Council did not foresee that the Provider Selection Regime under the Act was not going to be available for use as anticipated under the Cabinet Report therefore could not carry out a tender exercise in time and the extreme urgency is not in any event attributable to the contracting authority.
