The Kent County Council (KCC) wishes to engage with suppliers regarding capacity in the market to provide future Clinical Collection, Reception and Disposal (CCRD) Services.

The Kent County Council (KCC) wishes to engage with suppliers regarding capacity in the market to provide future Clinical Collection, Reception and Disposal (CCRD) Services. KCC's existing contracts for CCRD services are due to end December 31st 2023. This contract encompasses the collection, reception, and disposal of clinical waste from Kents residents via their respective waste collection authorities (WCA). This includes high temperature incineration (HTI) wastes, waste for alternative treatments (AT) (such as autoclave) and offensive waste for energy from waste plants, the latter two comprising of just bag waste were as HTI consists of both bags and sharps boxes. KCC currently disposes of around 500 tonnes per annum arising from Kent kerbside collections and waste received at KCC's waste transfer stations also from WCA and their off takers collection. Interested parties would need to be able to collect waste from ours and our WCA partners waste transfer station under their own wheels in a frequency that will keep them clear and able to receive waste during all their operational hours. In addition to this they will need to have a disposal facility or TS themselves that WCA's and their off takers can access to deliver clinical waste direct to the potential provider within the geographical area of Kent. KCC is looking to identify and understand alternative methods for the disposal of clinical waste that would escalate waste types up the waste hierarchy especially as landfill is not an option. Part of this would include KCC efforts to maximise the recycling of materials within this waste stream wherever possible taking into consideration the UK Government targets around Net Zero and Climate Change. If your organisation is interested in providing CCRD services and has capacity to take all or some of this material in the future, please 'Register an interest' in this opportunity. Organisations which 'Register an interest' in this opportunity will be invited to complete a 'Market Engagement Questionnaire', which will be immediately accessible via the online messaging facility Kent Business Portal. Responses to this questionnaire will be used to inform KCC's strategy for commissioning these services; KCC may contact organisations directly to discuss/clarify their response to this questionnaire where necessary. The deadline for participating in the market engagement and completion of the questionnaire is 30 June 2023.
