                    "description": "The Council of the City of Wakefield (\"Council\") and Turning Point Limited (\"Turning Point\") entered into a Contract on the 1st July 2020 for the Provision of a prevention, treatment and recovery service for drug & alcohol misuse across the Wakefield District (the \"Contract\"). The Contract was procured for an initial term of 5 years, with an option to extend for up to a further 5 years. The Parties have varied the Contract on several previous occasions during the course of the first 2 years to make extra payments due to Covid mitigation measures which total PS80,749.98. Such payments have been made as non-substantial changes under Reg 72(1)(e) or low value variations under Reg 72(5). The Parties wish to enter into a 7th Variation Agreement to the Contract (\"7th Variation Agreement\") to provide additional services during the course of Year 4 for the sum of PS1,346,073.84. Relevant Circumstances The Council has been contacted by the OHID regarding the provision of funding for Substance Misuse Prevention Treatment & Recovery ('SSMTR Project'). The Government is to provide funding for an increase in services to be selected from their 'Menu of interventions'. Funding was confirmed on the 20.2.23 from OHID for 2023/2024 as PS1,725,985.00. The funding is to be used for investment in drug & alcohol services to aid recovery for those with substance misuse problems by treating addiction as a chronic health condition, breaking down stigma, saving lives, and substantially breaking the cycle of crime that addiction can drive. A substantial portion of the overall funding from OHID will be used to vary the Contract The current Contract has a wide ambit of services. Turning Point is responsible for the delivery of drug prevention, treatment and recovery and is the only provider currently delivering drug treatment services in the Wakefield District. Service provision includes pharmacological and psychosocial interventions, harm reduction provision, diversionary activities and recovery support, all of which are expected to be enhanced as part of the SSMTR Project. The extra services are interdependent on the current provision and will be integrated within the current provision. Turning Point is already delivering a system wide approach to drug treatment and recovery with established pathways and information sharing agreements in place with a range of partners which are crucial to the success of the Project including employment, housing and criminal justice partners. Turning Point has a dedicated criminal justice team already linked to custody, court and prison services and is delivering diversionary activities to those drug users in the criminal justice system. It would be economically unsound and technically unviable to bring in another provider to offer the same service and try to effectively integrate the two. Turning Point has the existing infrastructure in place to deliver agreed Project approved interventions based on the 'Menu of Interventions' to ensure that the delivery plan is complementary, builds on existing place-based initiatives and maximises the opportunity to achieve sustained health benefits. The introduction of any new contractor(s) would fragment the existing system further, rather than enhancing it as they are unlikely to have the necessary infrastructure in place to deliver the evidence-based interventions required which are vital to the success of the project within the short timespan available for commencement of the project",
