The Provision of an Adults Integrated Drug and Alcohol Treatment and Recovery Service
Notice Description
Buckinghamshire Council has awarded a contract with a single provider suitably qualified and experienced to deliver a fully integrated trauma informed, clinically led public facing treatment and recovery service that inspires recovery, through development of a vibrant recovery community in Buckinghamshire, utilising asset-based approaches, and mutual aid to sustain recovery. The awarded Service will support Buckinghamshire residents aged 18 and over who are experiencing problematic drug and or alcohol use at any level. In addition, the Service Provider shall deliver a standalone Families and Carers Service, that supports any adult who is impacted by a loved one's use irrespective of whether their loved one is in treatment or not. This is an award notice for the provision of an Adults Integrated Drug and Alcohol Treatment and Recovery Service, which falls within Schedule 3 (Social and Other Specific Services) to the Public Contracts Regulations 2015 (PCR 2015). The council conducted this procurement in accordance with Section 7 (regulations 74 - 76) of the PCR 2015 (the 'Light Touch Regime'). Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this opportunity. The contract start date is 01/04/2024 for 5 years with the option, at the discretion of the relevant contracting authorities to extend for a further 4 years.

Tier2 * Fully Open Access and Harm Reduction Service * Contract with local Pharmacies for the provision of Needle & Syringe Programme, and Opiate Substitution Therapy consumption & dispensing service * A standalone Families and Carers Service 3. Tier 3 * Clinically Led integrated Pharmacological and Psychosocial Service * Care Co-ordination for individuals as required as they move through treatment. * Assessment and case management for those requiring residential detoxification and /or residential rehabilitation. * Visible Enhanced Recovery and Support Service Budget Cap - Core Service Year 1 (PS) Year 2 (PS) Year 3 (PS) Year 4 (PS) Year 5 (PS) Total (PS) Budget Cap (Per annum and Total Budget 3,485,835 3,471,126 3,540,549 3,611,379 3,683,626 17,792,515 Projects At the time of this Service going out to tender the Council were funding two fixed term projects, separate from the core service but which must also be delivered by the Service Provider as part of the service under the contract. The two projects are Blue Light and Rough Sleeper Initiative. These projects are currently separately funded and do not form part of the core contract value. Project /Fund End Date Total Cost Blue Light Project September 2024 PS98,785.00 Rough Sleeper Initiative Outreach March 2025 PS53,045.00 Supplementary Substance Misuse Treatment and Recovery Grant The Supplemental Substance Misuse Treatment and Recovery Grant (SSMTRG) is a national three-year funding grant in addition to the Public Health Grant. Year 1 of the funding was allocated to local authorities in 2022/23, with Year 2 for 2023/24 and Year 3 for 2024/25. The funding is to support the local delivery of the Government 10-year drugs strategy From Harm to Hope. It is anticipated this funding will continue to local authorities to ensure ongoing delivery of the national strategy; however, this will not be confirmed until the completion of the next spending review. This service specification is backed by core Public Health grant funding and also the Supplementary Substance Misuse Treatment and Recovery Grant. Any bids that exceeded the budget cap annually and in total would be disqualified from the procurement process.
