The council conducted this procurement in accordance with Section 7 (regulations 74 - 76) of the PCR 2015 (the 'Light Touch Regime'). Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this opportunity. The contract start date is 01/04/2024 for 5 years with the option, at the discretion of the relevant contracting authorities to extend for a further 4 years.",

Tier 1 * Advice and Information * Training * Health Campaigns 2. Tier2 * Fully Open Access and Harm Reduction Service * Contract with local Pharmacies for the provision of Needle & Syringe Programme, and Opiate Substitution Therapy consumption & dispensing service * A standalone Families and Carers Service 3. The two projects are Blue Light and Rough Sleeper Initiative. These projects are currently separately funded and do not form part of the core contract value. Year 1 of the funding was allocated to local authorities in 2022/23, with Year 2 for 2023/24 and Year 3 for 2024/25. The funding is to support the local delivery of the Government 10-year drugs strategy From Harm to Hope. It is anticipated this funding will continue to local authorities to ensure ongoing delivery of the national strategy; however, this will not be confirmed until the completion of the next spending review. This service specification is backed by core Public Health grant funding and also the Supplementary Substance Misuse Treatment and Recovery Grant. Any bids that exceeded the budget cap annually and in total would be disqualified from the procurement process.
