The emphasis is on supporting steps that improve the person's readiness to access a substance misuse treatment and recovery service. The Service delivers support to people who seep rough who are referred for help. The referrers in the first instance will be London LAs but additional referral routes may develop over the life of the project.

This service within the Programme was tendered in 2021 and subsequent award of an 18-month contract (12 months plus 6 months optional extension) to Phoenix Futures and named \"Regional Homeless Engagement Substances Team (RhEST)\" was awarded on the 1st of March 2022. There was no blueprint for this service and demand for the service was closely monitored during the early part of the contract. Due to successful Service mobilisation, there was an exceptional increase in demand that could not be met by the current staff capacity and contract price. The RhEST team has been successful and achieves all key performance indicators set. There has been increasing demand by people who are sleeping rough/at risk of sleeping rough and professionals who refer into the service for access to the team. This resulted in a need to increase staffing capacity to meet demand and avoid unmet need accumulating.",
