Summary of the contracting process

The Department for Transport is planning a procurement process for a UK launch insurance policy and re-entry risk assessment relating to space transport services. This procurement opportunity involves feedback submission via a questionnaire, with a deadline of 24th July 2023. The process is currently at the planning stage, aiming to gather market insights for upper insurance caps and re-entry risk assessment from UK spacecraft and launch vehicle debris, with potential benefits for businesses in the aviation insurance services and research and development sectors, particularly those interested in space transport services.

The Department for Transport is seeking feedback from suppliers through a PIN process to assess market capabilities and interests in the procurement of a UK launch insurance policy and civil aviation risk assessment. This opportunity is particularly relevant for businesses offering insurance consultancy services, aircraft and spacecraft services, marine, aviation, and other transport insurance services, as well as research and development services in the UK. The feedback process initiated by the Department for Transport presents a chance for businesses to contribute to shaping future policy options and safety measures in the UK space transport industry.

Lot Information

Lot 1

The Spaceflight Team within the Department for Transport (DfT) is looking to inform the procurement of the following: 1. Upper Insurance and Liability Caps; informing policy options for setting upper caps on UK spaceflight launch insurance and liability by assessing the likely upper insurance requirements for a range of launches from potential launch sites in the UK to inform development of policy options for setting future launch operator liability and insurance. 2. Re-entry Risk; assessing the risk to civil aviation from re-entry debris arising from spacecraft and launch vehicle debris through a rapid, feasibility study to understand the benefits of tracking space debris during re-entry and modelling its destructive entry to address the issue of how Government can better gauge the potential safety risk to civil aviation (aircraft and airports) in the UK from space debris generated following the launch stage and life expired satellites. We are publishing this Prior Information Notice (PIN) seeking feedback from suppliers to establish the current capabilities, capacities, and appetite of the market in relation to these two workstreams. Additional information: This is a PIN with a Questionnaire for suppliers to submit feedback, which will inform the potential procurement relating to UK launch insurance policy and assessing risk to civil aviation from re-entry debris arising from UK spacecraft and launch vehicle debris.
