Public Health Community Nursing
Notice Description
The PHCN service encompasses the delivery of Health Visiting and School Nursing services in Brighton and Hove. Health Visiting teams are based in the City's Children's Centres alongside community Midwifery teams. Health Visitors are supported by a team of Early Years Coordinators employed by the Council. Health Visitors work closely with Children's Social Work in multi-agency safeguarding casework and with the Looked After Children's team providing the Healthy Futures offer to young and vulnerable mothers, The School Nurse Team provides health and wellbeing support to pupils in school alongside delivery of Vision and Hearing Screening and National Child Measurement Programme Screening in Reception and Year 6. School Nursing also plays a role in the delivery of immunisations in secondary schools and delivers preventative interventions including smoking, healthy eating, physical activity, sexual health and mental health and wellbeing. Please note, the PHCN service is funded via the Public Health Grant. This Grant is awarded to local authorities from Central Government on an annual basis and as a result, precise levels of future funding are not currently known. Additionally, national salary uplifts relating to NHS staff may have an impact on the delivery cost of this contract. Financial provision for addressing the cost of these uplifts is again subject to Central Government guidance. As a result of these two factors, the estimated contract value below is based on current funding levels in 2023/24.

The Council intends to extend the existing contract with the incumbent NHS Trust for an additional year between 1st April 2024 and 31st March 2025. It is considered that the current contract and proposed extension falls within the derogation detailed in Regulation 12(7) of the Public Contracts Regulations 2015. The Council previous published a PIN as a Call for Competition on Find a Tender. Ref: 2022/S 000-027844
Procurement Information
It is considered that the contract falls within the derogation detailed in Regulation 12(7) of the Public Contracts Regulations 2015. The contract is considered to fall outside of the scope of Part 2 of The Public Contracts Regulations 2015, as the conditions in Regulation 12(7) are met, namely: 1. The contract is concluded between two Contracting Authorities, as defined in Regulation 2 of the Public Contracts Regulations 2015, being a local authority (the Council) and a body governed by public law, or an association formed by a body governed by public law namely Sussex Community NHS Foundation Trust ('the Contractor' ); 2. The contract and proposed extension establishes or implements a co-operation between those participating contracting authorities with the aim of ensuring that public services they have to perform are provided with a view to achieving objectives they have in common. In particular there is co-location and collaboration between relevant Council and Contractor employees to ensure the effective delivery of complementary services; 3. The implementation of that co-operation is governed solely by considerations relating to the public interest as its aim is to improve health and well-being outcomes for children aged 0-19 years in the Brighton and Hove area; and 4. The participating contracting authorities perform on the open market less than 20% of the activities concerned by the co-operation. The current contract and the proposed extension period from 1st April 2024 to 31st March 2025 include an obligation on the Contractor to use any underspend on salary costs to expand services or to repay such spend to the Council to be used to improve outcomes for babies, mothers and families supported by the Health Visiting and School Nursing services which fall outside the contract.
