Notice Description

This Prior Information Notice is to inform providers about the London Borough of Newham's intention to recommission an integrated drug and alcohol treatment services for adults and young people. With the responsibility for implementing the National Drug Strategy: From Harm to Hope, on a local level, our aim is to support individuals in achieving lives free from drug and alcohol dependencies, while also reducing potential harms to both the individual and the community. To achieve this, the remit of the integrated drug and alcohol treatment service will include provision of clinical and psychosocial interventions through early intervention, prevention, treatment and recovery support in line with The National Institute for Health and Clinical Excellence (NICE) and current clinical guidelines. Interested providers are invited to attend a virtual Market Engagement Event on Tuesday 29th August 2023. Please email Sarah.Currie@newham.gov.uk to receive the link to access the event on Microsoft Teams. The service is expected to commence delivery on 1st July 2024 (an implementation period of 3 months will precede the start date) and will run for 5 years with the possibility to extend for further 2 years (1+1). The Council anticipates that the tender will be publish in late October 2023.

We are seeking a single provider to deliver a recovery-orientated, integrated drug and alcohol service for adults and young people aged 11 and over, who are impacted by their own or someone else's substance misuse. The service provision will include prescribing, psychosocial interventions, structured programmes, complementary therapies, interventions to support substance users involved in the criminal justice system, harm reduction (including management of needle exchange) and referral to residential treatment. Key objectives of the service include: - Support service users through appropriate, evidence-based interventions to achieve lives free from drug and alcohol dependencies - Work in partnership to improve the physical and mental health and wellbeing of service users, including preventing alcohol-related hospital admissions and drug and alcohol related deaths - Work in partnership to improve service users' recovery capital and address any factors that could negatively impact their ability to sustain recovery, such as housing, employment, family and relationships, debt and crime. - Support Newham's strategic objectives and commitment to reducing harms related to drug and alcohol use - Provide education and training to partner agencies including schools, Social Care teams and housing providers. Additionally, the provider will be responsible for delivering Newham's commitment to the provision of the Supplementary Substance Misuse Treatment & Recovery Grant, and the Rough Sleeping Drug & Alcohol Treatment Grant as 'optional work packages' for the agreed and future term of these Grants.
