Summary of the contracting process

The Foreign Commonwealth and Development Office has planned a tender for the 'ASEAN Green Transition Programme', targeting foreign economic-aid-related services. The programme aims to address capacity and technical barriers related to implementing NDCs in the ASEAN block of countries. The total contract value is £30,000,000, with a focus on policy development, finance measures, energy demand, and regional cooperation. The procurement stage is at the planning phase, and a PIN notice has been issued on 25th July 2023. The event to assist in the Business Case construction is scheduled for 10th August 2023 at 9.30am UK time.

This tender opportunity presents a significant scope for businesses involved in foreign economic-aid-related services, particularly those with expertise in policy development, finance measures, and energy efficiency initiatives. Businesses that can offer technical assistance and have experience in international cooperation within the ASEAN region would be well-suited to compete for this contract. The Foreign Commonwealth and Development Office is the buying organisation overseeing this opportunity, offering potential for substantial business growth and collaboration within the ASEAN countries.

Notice Title

ASEAN Green Transition Programme

Notice Description

The programme will address capacity and technical barriers to implementing NDCs. The programme will focus on three areas to help implement headline Net Zero commitments consistent with objectives of speed, cost-effectiveness, and equity: 1. Policy and institutional capacity development, reforms, and frameworks to align with the Glasgow Climate Pact. 2. Supply of finance measures, particularly around effective use of carbon pricing, to accelerate flows into mitigation and adaptation projects. 3. Demand for energy measures including energy efficiency. Expected benefits include (non-exhaustive): * increase in price of carbon in highest emitting sectors and regions, with increased honest, reliable investment in the most economic mitigation projects in NDCs * cost-effective reduction in emissions through demand-side measures * Increased 1.5degC aligned NDCs supported by good implementation plans. The programme will involve a mix of bilateral and regional activity. UK posts in each AMS will shape bilateral activities to ensure a bespoke approach in each country. Regional activities will be implemented when harmonisation between countries is needed or where the same offer can be made in multiple countries to leverage economies of scale. The programme will work at three levels: * Where possible, it will engage bilaterally in all AMS (see Myanmar details below), recognising the diversity of ASEAN needs under the programme priorities. * Connect these country-level interventions at a regional level and work across borders to amplify impact and leverage economies of scale. * Work with ASEAN institutions to build capacity and support ASEAN regional bodies to address these priority issues regionally and support ASEAN strategies.
