Summary of the contracting process

The procurement process for the Limmo Opportunity, which aims at developing residential real estate, is led by Places for London Limited, a subsidiary of Transport for London. This project involves the development of a significant 5-hectare brownfield site at Limmo Peninsula in Canning Town, East London, with direct access to the Jubilee and DLR lines. The procurement process commenced in 2024, with competitive dialogue as the selected procurement method. The award stage is complete with Ballymore Limited selected as the development partner. The contract, valued at approximately £2.04 billion, was signed on 27 June 2025, marking a significant milestone in the project's lifecycle. The project aims to deliver around 1,500 new homes along with commercial spaces, offering a long leasehold option for the market.

This tender presents a substantial opportunity for businesses involved in property development and construction management, especially those with expertise in developing sustainable urban spaces. The project is particularly well-suited for organisations specialising in large-scale residential developments and urban regeneration, given its emphasis on community impact and connectivity enhancements. Businesses that can innovate in real estate development, demonstrate responsible procurement practices, and navigate complex urban planning challenges will find this project aligned with their capability and growth objectives. The inclusion of potential additional sites under the East London Partnership offers further expansion possibilities within this transformative development project.
