                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The modification has been conducted under Part 2, Section 13 of the Health Care Services (Provider Selection Regime) Regulations 2023 'modification of contracts and framework agreements during their term'. The contract modification is attributable to a decision of the relevant authority and meets the criteria in that it does not render the contract materially different in character, and is less than 25% of the lifetime value of the original contract when it was entered into. The decision of the relevant authority was to allocate a proportion of the Local Stop Smoking Service and Support Grant (LSSSSG) 2024-2029, received from the Department of Health and Social Care (DHSC) to enhance stop smoking services in the county. The date of the decision to allocate a proportion of the grant was 28/11/2024, with a publication date of 29/11/2024. The award of the grant was not foreseeable, and so it was omitted from the tender narrative at publication stage."
