Dounreay a Division of Magnox Limited is committed to developing and upskilling their staff within the Dounreay Fire Ambulance and Rescue Service (DFARS) and would like to award a contract to one Consultant to provide a comprehensive suite of Firefighting and Officer Related Training Courses to approved National Standards including but not limited to:
* Firefighter Foundation Development Programme
Fire Service Recruits Course:
Training shall be in line with the Fire Service Standard Operating Procedure, encompassing Scottish Fire and Rescue Standard Operating Instruction's where relevant, and include the following elements; Physical Training, Parade, Health and Safety Induction, Manual Handling Training, Equality and Diversity, Introduction to Fire Appliance and Inventory, Hose Running, Hose Fittings, Fire Service Drills, Hydrants and Water Supplies, Knots and Lines, Pumps and Primers, Small Gear, Standard Messages, Extinction of Fire, Foam and Extinguishers, Ladders, Trenches and Pits, Hazardous Materials, Collapsed Structures, Lifts, Rescues from Silos, Foam Drills, Asbestos, Electricity, Radiation, Environmental Protection, Fire Investigation, Fire Safety (Building Construction), LPG Gas, Bariatric, Rail, Aviation, First Aid at Work Course, Road Traffic Collision (RTC) Training, Breathing Apparatus Training, Water Relays, Acetylene, Safe Working at Height (SWAH), and Associated Consolidation Scenarios.
Physical Training and Parades to be daily, with written weekly assessments for confirmation of learning, and associated mentoring progress feedback.
* Breathing Apparatus and Associated Training
All training courses shall be in line with the Breathing Apparatus Policy & Operational Guidance Documentation and associated Fire Service Standard Operating Procedures, encompassing Scottish Fire and Rescue Standard Operating Instruction's where relevant. Training shall cover both theoretical and practical learning elements.
Breathing Apparatus Instructors:
Training shall include, but not be restricted to the following areas; Physiology of Respiration, Heat and Humidity Considerations, Restricted Spaces, Principles of Safety, Importance of Affective Risk Assessments, Exercise Planning and Delivery.
Fire Behaviour Instructors:
Training shall include, but not be restricted to the following areas; sessions on Fire Development, Practical use of Branch/Firefighting Techniques, Backdrafts and Flashovers, Door Procedures, and Live/Synthetic Fire Training to consolidate the theoretical and practical elements of the course.
Fire Behaviour Refresher:
Training shall include, but not be restricted to the following areas; theory-based refresher sessions on Fire Development, practical use of Branch/Firefighting Techniques, Backdrafts and Flashovers, Door Procedures, and Live/Synthetic Fire Training to consolidate the theoretical and practical elements of the course.
* Fire Extinguisher Maintenance and Servicing
Fire Extinguisher Maintenance and Servicing Initial:
Deliver an initial training course in Fire Extinguisher Maintenance and Servicing, to achieve BAFE certification as a Fire Extinguisher Engineer. The following standards will form part of (but not restricted to) the required training;
BSEN 3: 1996, BS5306:3-2017, BS 5306-8:2012
Fire Extinguisher Maintenance and Servicing Refresher:
Deliver refresher training, to maintain delegates BAFE certification as Fire Extinguisher Engineers. The following standards will form part of (but not restricted to) the required training;
BSEN 3: 1996, BS5306:3-2017, BS 5306-8:2012
* Road Traffic Collision (RTC) Instructors Course
Training shall be in line with National Fire Service Standard Operating Procedures and include, but not be restricted to the following areas; the benefits of an effective Team Approach, Extraction Planning and Associated back up Plans, Risk Assessment, Causality Care, Rescue Techniques and Equipment, Associated Safety Systems (Crew Safety), Modern Vehicle Construction and Associated Difficulties, RTC Investigation Procedures, Exercise Planning, and Delivery.
* Hazardous Materials First Responder
Training shall be in line with National Fire Service Standard Operating Procedures and include, but not be restricted to the following areas; hazards and risks associated with Hazmat Incidents and their effect on the environment, UN Classifications, Material Properties, CLP and CHIP Regs., Signage/Labelling, Information Gathering/Retention, Incident Management, Initial Operational Response and JESIP.
* Incident Command
Incident Command ICL1:
Training shall be in line with National Fire Service Standard Operating Procedures (NOS WM7) and include, but not be restricted to the following areas; Key Principles of the Incident Command Structure, Roles and Responsibilities within the Structure, successful Management of Risk at Operational Incidents, Clear Lines of Communication, planning of the initial response to Operational Incidents, actions to be taken to meet the Objectives of an Incident, Close Down Phase, and Debriefing of Personnel following the Incident.
Incident Command Refresher:
Training shall be in line with Fire Service Standard Operating Procedure (NOS WM7). The course should run in line with the initial course and provide an overview refresher on this discipline.
* Fire Investigation
This training course shall include, but not be restricted to the following areas;
* Basic Fire Science, Fire Behaviour, Combustion, Toxicology of Fire
* Debris and Electricity as a Cause of Fire.
* Roles and Responsibilities of Responding Agencies involved in Fire Investigation.
* Working within a Multi-Agency Team, at Fire Investigation Incidents.
* Identify Post Fire Indicators, that might be present at the Fire Scene to ascertain origin of Fire.
* Identify effects of an Explosion at a Fire Incident.
* Signs and Symptoms of possible Arson.
* Identification of recovered items from the Fire Scene that possibly leads to the origin of the fire.
* Preparation of Presentations to Delivery findings of an Investigation.
* Fire Risk Assessment
Training to include PAS 79, and be based on, but not limited to, the following elements; Principles of Fire Safety, Legislation (Scotland) overview, Fire Alarms, Emergency Lighting, Means of Escape, Portable Firefighting Equipment, Building Construction and structural Fire Protection, Signage and Notices, Fire Risk Assessments Procedures, Applications and Completion.
Further Information:
The Consultant must be able to further develop the above detailed courses to include Dounreay / DFARS information, policies and practices.
Due to the geographical location of the Dounreay Site, delivery of training will involve a combination of virtual and in person training (both at Dounreay and at the Consultant's facilities).
The Consultant should hold and be able to provide evidence of Accreditation to recognised or equivalent National Standards. Additional information: Interested parties must register their interest on the Atamis web portal at: https://one-nda.force.com/s/Welcome
