The is to seek expression of interest from suppliers. This is not a call for competition. We are seeking expressions of interest from providers who would be interested in tendering to become our Strategic Partner for the development and running of children's homes and step down accommodation. We want to prevent our most vulnerable children from being sent across the country, breaking their support networks in the city, experiencing additional trauma, and developing heightened dysregulation through a cycle of placement moves that provide few opportunities to engage in trauma-informed therapeutic work, and to develop resilience. This opportunity will be a single provider framework (only one supplier able to deliver ALL lots will be awarded the contract) with key projects to be called off.

Lot 1

We are looking to award a single supplier framework to provide the below services: Project 1: A Tier 3.5 home to support children with significant trauma and mental health needs, who self-harm, to live in the community through a collaborative model of delivery with Health, Education and Social Care. These children will have experienced acute Health settings and require clinical and social care to enable discharge and/or to prevent hospital admission and re-admission. The property is a three bed house that will be specially adapted. A new three bed home for adolescent boys aged 14-17+ with challenging and aggressive behaviour. This will provide a therapeutic treatment setting for restorative care, for young men with criminal justice involvement and where exploitation is part of their risk profile. The home will also include two self-contained pods in the grounds as preparation for independent living. The properties for the above homes are owned by Bristol City Council and are being re-developed currently and we hope to have them operational by late 2024. The partner will be involved in the design of these services. Project 2: One or two bespoke solo placement children's home for our most complex young people. These homes will be developed around specific young people who have significant mental health needs and challenging behaviours, having been in Tier 4 beds. There is an expectation that this will be a long term home for the young people and providers will be committed to working with us to keep placements stable. Project 3: A same day crisis home. Project 4: Development of step down foster and 16+ accommodation to create a clear move on pathway for our young people in the homes.
