Summary of the contracting process

The Lisburn and Castlereagh City Council has awarded a contract for the provision of a kerbside sort service for collecting and recycling dry recyclables and food waste within their area. The procurement method used was a limited process with an award procedure without prior publication of a call for competition. The contract involved Bryson Recycling as the sole supplier, with a contract value of £1,512,450. The procurement stage has reached completion, with a contract signing date of 30th August 2023, and the last mandatory standstill period ending on 11th September 2023.

This contract presents business opportunities for suppliers in the refuse and waste services industry, particularly those capable of providing kerbside sort services for recycling and waste collection. Businesses interested in long-term service provision and with the capacity for sustainable waste management solutions may find this tender suitable for their operations. The continuity of service provision until the Council implements its preferred collections model is a key focus, indicating the need for a reliable and established supplier in this specialised sector.

Notice Title

Provision of a kerbside sort service for the collection and recycling of dry recyclables and food waste from households within the Lisburn and Castlereagh City Council area

Notice Description

THE PROVISION OF A KERBSIDE SORT SERVICE FOR THE COLLECTION AND RECYCLING OF DRY RECYCLABLES AND FOOD WASTE FROM HOUSEHOLDS WITHIN THE LISBURN AND CASTLEREAGH CITY COUNCIL AREA.

Lot Information

Lot 1

Single Tender Action (STA) for the Provision of kerbside sort service for the collection and recycling of dry recyclables and food waste from households within the Lisburn and Castlereagh City Council area. Given the contract current exit date of August 2023, it is necessary to further extend the contract with Bryson Recycling from August 2023 until August 2024 (4 x 3 month periods) with the option to extend for a further 6 months if required.

Procurement Information

The Single Tender Action is being undertaken due to the exit date for the current contract with Bryson Recycling, and the need to ensure continuity of service provision until the Council has implemented and transitioned to its preferred kerbside collections model. Please be advised that the Council are currently engaging with key stakeholders in relation to the preferred collections model. Justification: 1) There is genuinely only one provider who is capable of meeting the requirement or will be interested in doing so (PCR 2015 Regulation 32(2) General Grounds, (b) (i)(ii)(iii). 2) In the case of an individual contractor where it is necessary for business continuity to retain a specific individual; (PCR 2015 Regulation 32 (5) (b)) supply contracts. Bryson Recycling have been the Councils sole service provider for its kerbside sort service for a considerable number of years and in the last open tender competition for the Council's kerbside sort service were the sole tenderer. The STA contract period would not incentivise other economic operators to enter the market, given the significant costs associated with resourcing a kerbside sort contract and the planning and mobilisation period that would meet the contract start date. A standstill period of 10 working days will be implemented by the Council prior to contract award. The last day of the mandatory standstill period is 11 September 2023. The first day on which LCCC can enter into the contract (assuming no relevant proceedings have been served) is 12 September 2023.
