Summary of the contracting process

Scotland Excel, a central purchasing body, has completed the procurement process for the framework contract titled "Provision of Debt Recovery and Sheriff Officer Services" under the Public Contracts (Scotland) Regulations 2015, as amended post-Brexit. The procurement, covering services such as legal, debt recovery, and enforcement related to council taxes and other statutory charges, was conducted using an open procedure. The services will be delivered across various locations in Scotland, benefiting several local authorities, NHS, Scottish Prison Service, and more. The tender, which was valued at £6,000,000, saw an active stage by September 2024, with contracts signed on 20th December 2024, highlighting a significant commitment in the realm of legal services across multiple regions.

This tender offers considerable opportunities for businesses specialising in legal services, debt recovery, and enforcement agencies to expand their reach and client base in Scotland. Particularly, small and medium-sized enterprises involved in such services are well-suited to compete, given the tender's focus on SME involvement and electronic bidding. The inclusion of services like the service of statutory notices, evictions, and various enforcement actions makes it relevant for firms with expertise in handling complex legal and judicial processes. Additionally, entities capable of adapting to the electronic auction and ordering processes stand to benefit significantly, positioning themselves strategically within Scotland's public sector procurement landscape.
