NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) are inviting suitably qualified to attend a Market Engagement Event in relation to the Provision of NHS Norfolk and Waveney ICB Dual Diagnosis Service <br/><br/>The dual diagnosis service in Waveney supports people who have mental health issues with co-occurring drug or alcohol addiction. The service works to stabilise people so that they are enabled to engage with services that meet their primary needs. Key objectives include:<br/><br/>Proactively engage with under-served adult groups in Waveney that might not ordinarily<br/>access services to support their dual diagnosis.<br/>Raise awareness of the challenges dual diagnosis can create and support mental health and<br/>substance misuse services to co-work individuals ensuring they do not fall between services.<br/>To actively support people to engage with services to receive appropriate treatment,<br/>including mental health services, substance misuse services, physical health, and social care<br/>Enable easy access for the client group to the service by drop-in and outreach sessions.<br/>Work collaboratively with Mental Health and Substance Misuse Services in the Waveney<br/>area to contribute towards the development of dual diagnosis care pathways.<br/>To work with those at risk of losing their accommodation due to their dual diagnosis<br/>presentation and ensure robust support plans are in place that will assist in maintaining a<br/>tenancy or social care placement.<br/>To actively support people to engage with mental health services and substance misuse<br/>services and encourage them to receive appropriate treatment.<br/>Work with system partners to ensure the biopsychosocial needs of the person are supported.<br/>To ensure that partnership working incorporates joint digital systems to facilitate two-way<br/>communications where possible.<br/>To work with services in the UEC Pathway to accurately assess a person's need<br/><br/>The proposed contract will be for a period of 5 years plus the option to extend for up to an additional 2 years.<br/><br/>The annual contract value is PS123,000 with a total maximum contract value of PS861,000.<br/><br/>The purpose of this advert is to invite the market to engage, provide feedback on the draft specification (to be shared via this portal) and register for an online market engagement event, which is scheduled for 10am Wednesday 4th October 2023 at 10am for the provision of the NHS Norfolk and Waveney Dual Diabetes Service. By testing key themes from the new service model with the provider market, the Commissioner is seeking valuable information to ensure that the Service Specification is fit for purpose.<br/><br/>The deadline for Soft Market Testing responses is by 17:00 hours on 4th October 2023<br/><br/>Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.<br/><br/>Any future opportunity will be advertised in accordance with the regulations.<br/><br/>A draft specification will be shared, via this portal, ahead of the market engagement event.<br/><br/>The indicative timescales for the tender release date is scheduled for October 2023 but may be subject to change depending on the engagement feedback.

Service Description

The dual diagnosis service in Waveney supports people who have mental health issues with co-occurring drug or alcohol addiction.

The service works to stabilise people so that they are enabled to engage with services that meet their primary needs.

The service aims to provide an accessible community-based service for people with severe mental illness and co-occurring drug or alcohol addiction in Waveney.

Objectives:

* Proactively engage with under-served adult groups in Waveney that might not ordinarily access services to support their dual diagnosis.
* Raise awareness of the challenges dual diagnosis can create and support mental health and substance misuse services to co-work individuals ensuring they do not fall between services.
* To actively support people to engage with services to receive appropriate treatment, including mental health services, substance misuse services, physical health, and social care
* Enable easy access for the client group to the service by drop-in and outreach sessions.
* Work collaboratively with Mental Health and Substance Misuse Services in the Waveney area to contribute towards the development of dual diagnosis care pathways.
* To work with those at risk of losing their accommodation due to their dual diagnosis presentation and ensure robust support plans are in place that will assist in maintaining a tenancy or social care placement.
* To actively support people to engage with mental health services and substance misuse services and encourage them to receive appropriate treatment.
Work with system partners to ensure the biopsychosocial needs of the person are supported.
* To ensure that partnership working incorporates joint digital systems to facilitate two-way communications where possible.
* To work with services in the UEC Pathway to accurately assess a person's need

The procurement will be for a period of 5 years plus the option to extend for up to an additional 2 years.

The annual contract value is PS123,000 with a total maximum contract value of PS861,000.

The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach and model;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend a Market Engagement Event on Wednesday 4th October 2023 at 10am.

A further tender advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent tender process if you choose not to attend this market engagement event as the market engagement information will form part of any future tendering documentation, but the Commissioners wish to understand your views on the proposed model, activity and financial envelope.

The deadline for completing the Soft Market Testing responses is by 17:00 hours on 4th October. Registration to attend the market engagement event closes 17:00 hours 3rd October 2023.

Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.
