Summary of the contracting process

The Scottish Government established a Dynamic Purchasing System for grant fund management services across Scotland, including for Scottish Ministers and their agencies. The requirement covers the administration and distribution of grant funds, together with associated pre-funding and post-funding activities. Fund managers must arrange for available funding to be spent appropriately within each financial year, provide management information when requested, maintain suitably trained and qualified staff, and protect grant-related information securely and sensitively. Detailed requirements are set for each individual call-off. The procurement is classified as community, social and personal services, with related financial consultancy and business management consultancy activities. Delivery is in Scotland, and the system is intended to support a range of grant programmes rather than one single fund.

This is an awarded procurement using an open procedure to establish and extend a Dynamic Purchasing System. The estimated value of the fund manager services is £80,000,000; this excludes the grant money being managed and does not guarantee any order volume. The system’s contract period runs from 9 July 2026 to 8 January 2029, following a 24-month extension. The tender closing and bid-opening date was 5 January 2029 at 12:00, with bids valid for 180 days. Evaluation used quality weighted at 40–80% and price at 20–60%. Applicants were required to provide two relevant grant fund management examples from the previous three years, with financial standing and insurance assessed for each call-off. The contract was signed on 8 April 2025 for £1,050,940.34, awarded to Tropical Health and Education Trust (THET).

This requirement is most relevant to established grant fund managers able to administer and distribute funding at varied scales while controlling spend against annual financial requirements. Credible suppliers need demonstrable experience of delivering grant fund management services: the selection process required two different relevant examples completed within the preceding three years. They also need capable, trained and qualified teams, reliable management information systems, and robust arrangements for handling grant and beneficiary information securely and sensitively. Financial resilience matters because financial assessments and insurance requirements are applied on a risk-based basis for each call-off, potentially including employers’ liability, public liability and professional indemnity cover. Suppliers should therefore be able to respond to multiple, detailed call-off requirements for Scottish Government grant programmes and support electronic ordering, invoicing and payment.
