Notice Description
A framework for the provision of Bike Servicing, Maintenance and Training. The Council is wishing to procure services under different Lots as follows: Lot 1 'Dr Bike' services - Community and Business Lot 2 'Dr Bike' services - Bike Shop Service Lot 3 'Dr Bike' services - At Home (Mobile Mechanic) Lot 4 Bike Maintenance Training Courses Lot 5 Servicing of Public Loan Bike Fleet (non-electric) Lot 6 Servicing of eBikes - Business Pool and Public Loan Bike Fleet Lot 7 Servicing of eCargo bikes Lot 8 Further Competition

Renewal: 1 renewal of up to 12 months
Lot 2: Dr Bike - Bike Shop ServiceLot 2: Dr Bike - Bike Shop Service Description as for Lot 1, but Lot 2 will be delivered on the supplier's premises, i.e. at a bike shop. Suppliers for this Lot must have their own registered premises.
Renewal: 1 extension option of up to 12 months
Lot 3: Dr Bike - At HomeLot 3: Dr Bike - At Home Description as for Lot 1, but Lot 3 will be delivered at the bike owner's home or work address, likely by a mobile mechanic.
Renewal: 1 extension option of up to 12 months
Lot 4: Bike Maintenance Training CoursesLot 4: Bike Maintenance Training Courses Maintenance and simple repair demonstrations will be provided. Demonstrations will focus on basic skills, such as how to fix a puncture and how to adjust brakes & gears. It is intended that the demonstrations will be made available to specific customers, such as employees at workplaces and community groups. This Lot intends to support new and existing cyclists to ride more safely, through provision of a service to encourage people to make sure their bikes are well maintained.

Lot 5: Servicing of Public Loan Bike Fleet (non-electric bikes only)Lot 5: Servicing of Public Loan Bike Fleet (non-electric bikes only) This Lot is for the servicing and maintenance of Bristol City Council's Loan Bike Fleet. Bristol City Council provide bicycles for use by individuals that live, work or study in the region, to enable individuals to trial cycling before they purchase their own bike through the Public Loan Bike fleet. The bicycles are loaned out for a month and include necessary accessories to simplify the process, with the goal being a 'try before you buy' approach that leads to the individual purchasing their own bike separately after finishing the loan.

Lot 6: Servicing of eBikes for the Business Pool and Public Loan Bike fleets (electric bikes only)Lot 6: Servicing of eBikes for the Business Pool and Public Loan Bike fleets (electric bikes only) Servicing of Bristol's Public Loan Bike fleet as per Lot 5 description, but for electric bikes. This Lot also includes servicing of the Business Pool bikes which are all electric. Business Pool bikes are for use by businesses for on-site visits, meetings and other in-work travel, to reduce the number of journeys made by single occupancy vehicles. These bikes are loaned out for six months. Similarly, to the public loan bike fleet, the goal is then for businesses to go on to purchase a bike for this use.

Lot 7: Servicing of eCargo Bikes (electric bikes only)Lot 7: Servicing of eCargo Bikes (electric bikes only) Servicing of the eCargo bikes which are all electric. The eCargo bikes are for use by businesses on site visits, meetings and other in-work travel, to reduce the number of journeys made by single occupancy vehicles. These bikes are loaned out for up to three months. Similarly to the public loan bike fleet, the goal is then for businesses to go on to purchase a bike for this use.
Renewal: 1 extension option of up to 12 months
Lot 8: Further Competition - all suppliersAll Framework Suppliers for the relevant local authority area must be invited to quote, unless prior consultation establishes that some suppliers are unable to deliver the requirement. This Lot is for any bike-related service/supply within the general scope of this specification, that hasn't been included in the Pricing Schedule. For example this might include replacement bike purchases; multiple-lot further competitions; out of area travel; cycle skills and training outside of the Dr Bike courses; bike reconditioning; provision of spare parts/cycle safety equipment etc. A further competition is a process to re-open competition under the framework and is intended to secure formal quotations from some or all of the suppliers, tailored to their specific requirements. It also offers a way to test and demonstrate value for money. No formal response is required from suppliers bidding for a place on Lot 8. All suppliers who achieve a Rank 1-3 place for any Lot will be included. The buyer will issue their own further competition tender documents describing the requirements and detailing the evaluation criteria and weightings that will be used. Scored quality questions can be asked at this stage if required, as can Social Value questions, which may be specific to the geographical area procuring. The largest portion of marks must remain as Price, in keeping with the overarching Framework Agreement.
