    The London Borough of Enfield (the ‘contracting authority’) is seeking to appoint up to five (5) suitably qualified providers to deliver its Prevention and Early Intervention Services. The aim of the Prevention and Early Intervention Services is to support Enfield residents to access the right information and support, at the right time. This means that people are enabled to live independently for longer, with good outcomes and without the need for more intensive support from health or social care. The Service is divided into five Lots with each Lot envisaged to have a separate contract. The 5 individual Lots are as follows: Lot 1: Supporting Unpaid Carers Lot 2: Supporting Independence through Information & Advice Digital Inclusion & Assistive Technology Lot 3: Supporting Independence through Advocacy & Inclusion Lot 4: Supporting Independence & Inclusion Through Early Intervention Lot 5: Home from Hospital, Supporting Recovery & Maintaining Independence A bidder may apply for more than one Lot. However, one bidder can only be awarded up to two (2) Lots. Where a bidder applies for all Lots and score top for all of the Lots, they will win only two Lots that they score high in the Partnership element of the quality question criteria. The proposed contracts are for an initial term of 3 years. The contracting authority, at its absolute sole discretion, may exercise an option to extend the contracts at the end of the initial term for two further period or periods of up to 3 years each, up to 9 years in total subject to contract and satisfactory performance. The estimated total contract value for the five (5) Lots is approximately 13,605,228.00 GBP over the 9 years period (including optional extension(s)). The estimated total values for each Lot are: Lot 1 = 3,322,242 GBP, Lot 2 = 4,125,492 GBP, Lot 3 = 1,953,504 GBP, Lot 4 = 2,898,990 GBP, and Lot 5 = 1,305,000 GBP. The Services advertised in this notice fall under the services listed in chapter 3 and Schedule 3 (Social and other specific services) of the Public Contracts Regulations 2015. The procurement process that will apply to the services is specified in the procurement documents accordingly. The procurement is being run as a two-stage process with a pre-selection stage using the core elements of the Standard Selection Questionnaire, and then a second stage, where shortlisted candidates will be invited to tender. Therefore, candidates ranked within the top 5 (for the Lot they are applying for) in Technical and Professional Ability and Service Specific Questions scores of the SSQ will be shortlisted for the second stage of the process, i.e., Invitation to Tender. If two candidates achieve the same score in the scored questions of the SSQ, a candidate that scores high in Technical and Professional Ability question will be chosen over the other. If they still score the same in the Technical and Professional Ability question, then a candidate that scores high in both Technical and Professional Ability and one of the Service Specific Questions (Delivering Previous Services) will be selected. So, the contracting authority is inviting interested organisations for expression of interest via submission of a Selection Questionnaire to participate in this procurement. Interested organisations must submit the Selection Questionnaire and relevant financial information documents via the contracting authority’s e-Tendering portal: London Tenders Portal www.londontenders.org by the return deadline which is 12:00 noon on 18 November 2024. Instructions for completing the Selection Questionnaire (SSQ Appendix 2) and the SSQ Evaluation Method (SSQ Appendix 3) are uploaded on to the e-Tendering portal. Following the completion of the SQ process, the contracting authority will invite pre-qualified candidates to submit their tender(s).     The London Borough of Enfield (the contracting authority) is seeking to undertake an additional phase of market engagement to update the market on the contracting authority’s current position, its outline requirements, and indicative timescales for the future Prevention and Early Intervention (PEI) Services. Therefore, the contracting authority now has draft service specifications, aligned to their respective Lots and envisaged budgets. This round of engagement will allow the contracting authority to capture any other remaining feedback from the market prior to finalising its requirements and recommending a procurement strategy for internal decision making and approvals. Organisations that feel they can contribute to this additional phase of market engagement are requested to complete the Follow Up Market Engagement Questionnaire (Appendix 2 of the Market Engagement documentation refers) and return it via the London Tenders Portal/LTP (www.londontenders.org) in accordance with the instruction given in the Pre-Procurement Market Engagement - Update document. Note, that this further round of pre-procurement market engagement follows on from the early-stage market engagement that was undertaken by the contracting authority from Autumn 2023 to gather preliminary market views with the aim to support its plan to re-shape and remodel the future service(s) in a way it fulfils its prevention and early intervention objectives. The market engagement took place via a face-to-face / in-person and virtual market engagement events, along with the submission of a Soft Market Test Questionnaire. In addition to the early-stage market engagement involving service providers, views of residents or service users, professionals and partner organisations have been sought in the process of developing the draft service specifications.

    The London Borough of Enfield (‘the Council) is undertaking pre-procurement market engagement to gather market intelligence and obtain views regarding the provision of its Prevention and Early Intervention Services in the borough. As part of this pre-procurement market engagement, the Council invites interested organisations to: 1) Attend a face-to-face / in-person market engagement event to be held on 29 November 2023 from 9:15 am to 12:15 pm at Park Avenue Resource Centre, 65c Park Avenue, Bush Hill Park, Enfield EN1 2HL. 2) Or alternatively, interested organisations can attend a virtual market engagement event to be held on 30 November 2023 (where unable to attend the in-person event) from 9:30am to 12:30 pm via Microsoft Teams (please make sure you have this facility ahead of the event if you wish to attend this one). 3) Submit the Council’s Soft Market Test (SMT) Questionnaire (Appendix 2) to be completed and submitted via the messaging page of the London Tenders Portal (www.londontenders.org) by 12:00 noon on 08 December 2023. The face-to-face and virtual market engagement events will be an opportunity for organisations to view a presentation by the Council staff outlining the background, current position and envisaged service, along with a high-level procurement overview, and to allow organisations to raise general questions. Please register and confirm your organisation’s attendance and representatives’ details via the London Tenders Portal (www.londontenders.org) messaging facility by 17 November 2023, 17:00. Please note that the number of delegates will be limited to 2 individuals. Likewise, interested providers are invited to complete and return a Soft Market Test Questionnaire (Appendix 2) which can be obtained via the London Tenders Portal (www.londontenders.org) should they wish to do so. The purpose of this engagement phase is to help inform the Council’s options and further decision making where appropriate. For the avoidance of doubt, this PIN is intended as an awareness/information gathering exercise only and is not a call to competition, is not a pre-qualification process and is not the start of a formal procurement exercise. Participation or non-participation in this pre-procurement market engagement shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity. Any future procurement opportunity could be published next year (2024). However, this timeframe is indicative only and the Council reserves the right to reschedule any forthcoming publication at any time. Participants must also know that they should cover their own cost of participating in this market engagement and the Council is not liable for any cost incurred due to potential provider’s participation in the exercise.
