New e-Bundling Service Application Market Exploration

This is for an initial exploratory examination of technology and availability of the relevant market place prior to any procurement activity being undertaken. Any subsequent contract resulting from this initial activity will be tailored to the individual criteria identified through the discovery project.

INTRODUCTION & BACKGROUND HMRC's vision is 'to be a trusted, modern tax and customs department', which will be achieved through the delivery of HMRC's strategic objectives. Technology underpins HMRC's ability to deliver on these objectives and ensures that the UK has a healthy tax system that makes it easy for customers to get tax right. The Chief Digital and Information Officer's (CDIO) Group vision is 'to run a secure, flexible and modern IT estate that enables innovation to meet changing policy needs and evolving customer and colleague expectations.' The HMRC Solicitors Office and Legal Services (SOLS) provides legal services to the whole of HMRC including the conduct of tribunal and civil litigation on a full range of services. HMRC SOLS is required to submit information to the Tax Tribunals in a prescribed bundle format, so the right technology is needed to help HMRC fulfill this responsibility. The existing e-bundling software used by HMRC SOLS is provided through a contract which is due to expire in June 2024. The future provider of an e-bundling solution will need to be able to supply technology that will interact with existing systems on the HMRC IT estate, and meet prescribed security and accessibility requirements. SCOPE OF SERVICES The core services HMRC want to procure as part of the contract are: o An e-bundling tool that supports HMRC SOLS to create court bundles that meet standards prescribed by the courts. o An e-bundling tool that interacts with existing HMRC IT to support effective and efficient ways of working. o An e-bundling tool that meets Web Content Accessibility Guidelines (WCAG 2.2) See appendix for more information on requirements from the e-bundling tool. * Note that the contract intends to include all future enhancements to the e-bundling tool as part of the services. OUR AIMS - WHAT WE WANT TO ACHIEVE FROM THIS RFI EXERCISE HMRC is looking for insight to inform its approach and understanding of options from suppliers on the procurement of an e-bundling tooling solution. Additionally, HMRC also wants to test in the market if the vendor can meet the specific technical and user requirements from the e-bundling solution. The focus of this RFI is for HMRC to: * Gauge the interest from the vendors and receive feedback on the procurement process * Understand any key risks the vendors see to this procurement * Understand options around additional scope of the e-bundling tooling such as use of cloud hosting solutions. * Understand vendors capability of delivering an e-bundling solution that meets HMRC technical specifications. * Understand what data will be needed by the vendors to bid for this opportunity to level the playing field Additional information: Please see accompanying RFI documentation
