Summary of the contracting process

The Wolverhampton City Council has awarded a framework agreement for technical support in engineering for the Energy from Waste (EFW) plant. The procurement, titled "CWC23071 Technical Support - Engineering for Energy from Waste Plant Framework," targeted the services sector, specifically engineering-related scientific and technical services. This framework supports the provision of specialist engineering advice and technical support for the EFW plant, which came back under council operation in February 2023. The procurement followed an open procedure, with the call-offs expected to be worth up to £5 million over four years. Key partners include Cobalt Energy, Ficthner Consulting Engineers Ltd, and Stantec UK Ltd, who will provide services across different engineering disciplines in the region of UKG39, centered in Wolverhampton.

This framework offers significant growth opportunities for businesses specialising in mechanical, electrical, civil, and environmental engineering. The direct awards or competitive calls within the framework allow companies to demonstrate their expertise and gain valuable experience and financial returns from working on complex EFW plant operations. Small and medium enterprises, particularly those with prior experience in specialised engineering services for energy plants, would find this framework an advantageous opportunity to establish or grow their footprint in the public procurement landscape, especially given the framework's notable budget and four-year duration for steady project engagements.
