HS2 Ltd intends to procure a contract for the provision of zero carbon energy to its entire route commencing at trial operations and dynamic testing stages through to [and during] full operations. This Periodic Indicative Notice ('PIN') is to inform suppliers that HS2 Ltd wishes to commence market engagement and seek responses to the questionnaire referred to in this PIN below. This Market Sounding Briefing and Questionnaire ('Market Sounding'), issued by High Speed Two (HS2) Limited (HS2 Ltd) seeks to obtain market feedback in relation to the procurement for the Supply of Zero Carbon Energy from trial operations and dynamic testing stage to full operations. HS2 Ltd is keen to increase the zero-carbon generation capacity in the UK, rather than taking from existing generation capacity. A number of options have been considered for obtaining this requirement, HS2 Ltd consider that entering into one or more Corporate Power Purchase Agreement(s) may be most effective. Whilst the contract HS2 Ltd is seeking to procure will be primarily one for supplies, it may also contain a limited number of ancillary/related services and/or works such as sleeving services. HS2 will connect London Euston with Birmingham Curzon Street via a dedicated high-speed line. This will then connect to the West Coast Main Line at Handsacre Junction just north of Birmingham, which will allow for HS2 trains to reach Manchester, Liverpool, the North and Scotland via the existing West Coast Main Line. As such, this PIN is to engage with the market in order to: a) Understand the extent and nature of the market for this requirement, including upcoming capacity and capability. b) Outline HS2 Ltd.'s draft technical requirements and outline procurement strategy. c) Give potential suppliers the opportunity to confirm their appetite and provide feedback on HS2 Ltd.'s intended approach.
